About The Service

An opportunity is available within the Council’s Strategy, Performance & Transformation Directorate for an Operational Manager for Performance, Engagement & Insight.

The role will be responsible for managing the Council’s Corporate Performance Framework, the Cardiff Research & Engagement Centre, and the Council’s business analysis and business intelligence functions. The post will play an important role in supporting the Council’s change programme, which will help address the Council’s significant medium-term financial gap.

About the job

The role will provide high-quality data analysis, business analysis and insight to support the Council’s transformation priorities as part of its change programme, supporting evidence-led decision-making across the organisation.

The role will also play a vital role in supporting the Council’s performance functions, evaluating performance and identifying and supporting service improvement opportunities through the provision of analytical capacity.

The post holder will be required to work closely with senior managers, Cabinet and partner organisations to improve the quality and communication of data and insights, ensuring the Council’s decision-making processes are data informed.

The Council has adopted hybrid working practices which apply to this role, meaning most of the work can be undertaken either in the office, at home, or at another suitable location. There will still be a requirement to visit the office occasionally for certain meetings as needed.

What We Are Looking For From You

We are looking for an individual with extensive experience of change management and transformation, ideally qualified and experienced in the fields of business analysis and project or programme management.

You will have experience of performance management, setting and evaluating both quantitative and qualitative measures of improvement, and of establishing performance monitoring mechanisms.

You will have strong communication and writing skills, being able to undertake research, write reports, and present information and complex ideas clearly and concisely to a range of audiences, both internal and external.

You will have experience of tackling complex situations, articulating the problems and opportunities, and proposing options for improvement, and developing these into strategies and plans for delivery. Key to the role will be the ability to manage in a political environment, develop relations with the Council’s political and managerial leadership and effectively convene discussions on the allocation of the team’s resources.

You will be part of a highly motivated, dedicated, and supportive team, with a commitment to delivering high-quality work and supporting public service delivery.

Strong ICT competency will be a pre-requisite, specifically, familiarity with Microsoft Office, including some specialist tools such as Microsoft Visio, Microsoft Project, Microsoft Power BI, and Microsoft SharePoint.
