Responsibilities
- Review Design drawings, specifications, and tender documents
- Prepare detailed quantity take offs for HVAC, plumbing, firefighting, electrical, ELV, and infrastructure systems
- Prepare accurate cost estimates and budgets for MEP works
- Obtain and evaluate quotations from suppliers and subcontractors and develop rate build ups
- Identify scope gaps, exclusions, and assumptions
- Analyze subcontractor and supplier quotations and conduct commercial and technical comparisons
- Identify cost saving opportunities without compromising quality
- Coordinate with estimation, design, procurement, and project teams
- Prepare tender summaries and cost comparison reports
- Maintain estimation databases and historical cost records
Requirements
- Bachelor's Degree in Quantity Surveying, Mechanical Engineering, Electrical Engineering, Construction Management, or related discipline
- 5–10 years of Quantity Surveying experience
- Minimum 3–5 years in UAE or GCC construction/property development
- Proven experience managing pre contract MEP cost planning and tendering
- Professional certification such as MRICS, AIQS, CIQS, or equivalent is advantageous

Summary
- We are seeking a highly qualified MEP Quantity Surveyor (Pre Contract) who is responsible for managing all pre contract commercial and cost management activities related to Mechanical, Electrical, and Plumbing (MEP) works across residential, commercial, and mixed use developments.
Key Responsibilities
- Review Design drawings, specifications, and tender documents.
- Prepare detailed quantity take offs for HVAC, plumbing, firefighting, electrical, ELV, and infrastructure systems as per DEWA/FEWA/SEWA/Local Authorities Rules and Regulations.
- Prepare accurate cost estimates and budgets for MEP works.
- Obtain and evaluate quotations from suppliers and subcontractors and Develop rate build ups for labor, materials, equipment, and subcontracted works.
- Identify scope gaps, exclusions, and assumptions.
- Analyze subcontractor and supplier quotations and conduct commercial and technical comparisons. Recommend the most competitive and compliant offers.
- Identify cost saving opportunities without compromising quality or performance. & Propose alternative materials, systems, or construction methods.
- Coordinate with estimation, design, procurement, and project teams.
- Clarify technical and commercial queries with consultants and clients
- Prepare tender summaries and cost comparison reports.
- Present final project costing and management approval documents.
- Maintain estimation databases and historical cost records.
Required Qualifications & Skills
- Bachelor's Degree in Quantity Surveying, Mechanical Engineering, Electrical Engineering, Construction Management, or related discipline.
- Professional certification such as MRICS, AIQS, CIQS, or equivalent is advantageous.
- 5–10 years of Quantity Surveying experience.
- Minimum 3–5 years in UAE or GCC construction/property development.
- Experience with property developers is highly preferred.
- Proven experience managing pre contract MEP cost planning and tendering.
