Responsibilities
- Manage the end to end bid process from identification to award
- Lead the development of technical and commercial proposals for the Middle East Civil Infrastructure business
- Lead bid development and hands on cost proposal development including pricing, benchmarking, and commercial leadership
- Work with senior leadership to develop winning pursuit strategies
- Assist in market research and reporting for new growth areas
- Review tender documents, bid/qualifications request documents and drawings for proposal preparation
- Oversee obtaining quotes from sub consultants and lead negotiations of terms and conditions
- Monitor Salesforce entries for the business to ensure accuracy
- Ensure compliance with AECOM policies, procedures, and governance processes
- Manage and mentor junior staff
Requirements
- Minimum 10 years of professional experience in bid management, proposal development, or related business development roles
- Proven expertise in managing complex tenders and RFP processes
- Strong analytical and problem solving skills with exceptional attention to detail
- Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)
- Excellent written and verbal communication skills in English
- Demonstrated ability to manage multiple bids simultaneously while meeting tight deadlines
- Experience with budget analysis, cost estimation, and financial modeling
- Strong organizational and project management capabilities
- Ability to work effectively in cross functional team environments

Job Description
- Manage the end to end bid process for bids from identification to award.
- Lead the development of technical and commercial proposals for the Middle East Civil Infrastructure business.
- Lead bid development, as well as hands on cost proposal development including pricing, benchmarking and commercial leadership.
- Work in partnership with senior leadership to develop winning pursuit strategies.
- Assist in necessary market research and reporting required for new growth areas.
- Work with other team members and marketing staff to ensure prerequisites are fulfilled on time.
- Prepare reports and presentations for internal and external use.
- Participate in the go/no go decision making process.
- Review tender documents, bid/qualifications request documents and drawings for proposal preparation.
- Work with Discipline Leads to produce man hour estimates, fees and delivery schedules.
- Oversee the process of obtaining quotes from sub consultants and lead negotiations.
- Monitor Salesforce entries for the business.
Qualifications
- Minimum 10 years of professional experience in bid management, proposal development, or related business development roles.
- Proven expertise in managing complex tenders and RFP processes.
- Strong analytical and problem solving skills with exceptional attention to detail.

Preferred Qualifications
- Experience working in the UAE or Middle East market.
- Knowledge of local procurement regulations and compliance requirements in the UAE.
- Previous experience leading or mentoring bid teams.
- Background in construction, consulting, engineering, or related industries.
- Experience with contract negotiation and commercial terms.
- Certification in project management or bid management (PMP, APMP, or equivalent).
