About the Role
Worley is seeking a Lead Technical HSE Engineer for a PMC role on an oil & gas project. The position requires 15+ years of experience in Loss Prevention Engineering, with ADNOC and offshore project experience preferred.

Responsibilities
- Ensuring HSSEQ goals, objectives and targets are met through personal leadership and involvement
- Coordinate and supervise the Loss Prevention engineering aspects of the Assiut Hydrocracking Complex Project
- Supervise, oversee and coordinate regular and timely technical reviews of Loss Prevention related Engineering deliverables developed by the Contractor and technology Licensors
- Co ordinate and interface with other Technical Departments, Business Units, Operations, and Maintenance functions
- Provide technical expertise on all subject matter pertaining to Loss Prevention Engineering during all phases of Project
- Responsible for developing and establishing systems, procedures and standards for effective implementation of the Project
- Champion the Project Safety culture, behaviors and engagement activities
- Review and approve Contractor’s work and ensure compliance with Contract obligations, Project specifications, relevant codes and standards
- Provide PMC Loss Prevention performance data and reports to PMC Management and the Owner
- Participate in Layout, P&ID, PHASER, HAZID, HAZOP, SIL, Layout Safety Reviews, PSSR, constructability reviews, 3D Model reviews, safety audits, QRA workshops, etc.
Requirements
- Bachelor’s degree in relevant engineering discipline or equivalent from an accredited university
- Minimum of 15+ years of relevant experience in the Oil & Gas or Petrochemical industry
- Minimum of 5 years (preferred) in the GCC region
- At least 5 years of experience in a similar position on major Oil & Gas or Petrochemical projects, managing a team
- ADNOC & Offshore project experience preferred
- PMC experience preferred
- Experience in FEED & EPC Phases required

Responsibilities

- Safe delivery and handover of the Project to the Owner, sustainably, safely, on time, within budget, ensuring that a quality product is produced that represents ‘best value’ for the Owner and their Stakeholders.
- Coordinate and supervise the Loss Prevention engineering aspects of the Assiut Hydrocracking Complex Project to ensure the technical objectives are met within the approved scope, budget, and schedule.
- Supervise, oversee and coordinate regular and timely technical reviews of Loss Prevention related Engineering deliverables developed by the Contractor and technology Licensors, ensuring design optimization in compliance with relevant codes, standards, and best practices and in close conjunction with
- Co ordinate and interface with other Technical Departments, Business Units, Operations, and Maintenance functions to resolve technical issues and ensure quality Engineering execution and integrity.
- Provide technical expertise on all subject matter pertaining to Loss Prevention Engineering during all phases of Project e.g. Engineering, Fabrication, Installation, Pre commissioning and Commissioning.
- Responsible for developing and establishing systems, procedures and standards for effective implementation of the Project in line with International Codes and Standards, Owner specifications, local regulations and Owner’s HSE policies, philosophies and requirements for Loss Prevention Engineering.
- Champion the Project Safety culture, behaviors and engagement activities.
- Reporting to the PMC Engineering Manager and works under his direction.
- Ensure quality and accuracy of Contractor’s Loss Prevention Engineering activities.
- Review and approve Contractor’s work and ensure compliance with Contract obligations, Project specifications, relevant codes and standards, design philosophy, and Industry best practices.
- Provide PMC Loss Prevention performance data and reports to PMC Management and the Owner.
Qualifications
- A bachelor’s degree in relevant engineering discipline or equivalent from an accredited university, with a minimum of fifteen (15+) years of relevant experience in the Oil & Gas or Petrochemical industry, including a minimum of five (5) years (preferred) in the GCC region.
- Must have at least five (5) years of experience in a similar position on major Oil & Gas or Petrochemical projects, managing a team of Specialists, Senior Engineers, and Engineers.
- ADNOC & Offshore project experience is preferred
- PMC experiences are preferrable.
- Experience in FEED & EPC Phases is required.
