Role Overview

Technology Leadership

• Develop and implement IT strategy aligned with business objectives and regulatory requirements.
• Lead and develop the IT team while ensuring performance, accountability, and professional development.
• Provide strategic technology recommendations to the DCEO and Executive Management.
• Monitor emerging technologies and industry trends and recommend improvements to efficiency, innovation, security, and service delivery.

IT Operations and Security

• Oversee infrastructure, enterprise systems, cybersecurity, software development, data management, and IT support.
• Ensure compliance with Qatar Central Bank and other applicable technology and cybersecurity requirements.
• Lead implementation, maintenance, and improvement of the ISO 27001-aligned ISMS.
• Oversee cybersecurity protections for organizational data, applications, systems, and infrastructure.

Governance and Resilience

• Manage IT budgets, technology procurement, vendors, service providers, and strategic partnerships.
• Establish IT policies, procedures, governance frameworks, and documentation controls.
• Develop and maintain disaster recovery, business continuity, and operational resilience plans.
• Ensure appropriate documentation, version control, retention, and governance of IT procedures.

Systems and Transformation

• Evaluate the feasibility of reactivating and developing the in-house HRMS based on HR requirements.
• Evaluate the feasibility of reactivating the in-house Core System based on operational and functional requirements.
• Drive digital transformation, automation, digital service delivery, and data analytics initiatives.
• Manage technology projects from concept and planning through implementation, deployment, and optimization.

Required Qualifications

• At least 10 years of IT experience, including significant IT leadership or management experience.
• Strong knowledge of core banking or core systems, cybersecurity, information security, data management, software development, and IT infrastructure.
• Strong understanding of Qatar Central Bank technology and cybersecurity requirements.
• Proven experience with ISO 27001 and ISMS implementation, governance, and compliance.
• Experience leading IT teams and managing technology projects from concept through implementation.
• Experience evaluating, developing, upgrading, or reactivating HRMS and Core Systems.
• Strong knowledge of IT governance, risk management, disaster recovery, business continuity, and operational resilience.
• Strong vendor management, stakeholder management, and technology procurement experience.
• Excellent leadership, communication, analytical, decision-making, and problem-solving skills.
• Ability to communicate effectively with senior management and executive stakeholders.

Preferred Profile

• Experience in banking, financial services, fintech, or another highly regulated institution is strongly preferred.
• Candidates with financial institution, banking, fintech, or QCB-regulated experience are highly preferred.

Compensation

• Pay is listed as starting from QAR 25,000 per hour.

Work Location

• Work is performed in person.
