- Participate in incident/near miss investigations and support root cause analysis
- Coordinate closely with Client Transmission representatives, PMC HSEQ Manager, supervision consultants, and EPC contractors
- Support or lead HSE meetings, toolbox talks, inductions, and awareness campaigns
- Participate in emergency preparedness drills and evaluate outcomes
- Maintain project HSEQ performance statistics and ensure they are communicated internally
- Ensure compliance by all parties with UAE legislation, client regulations, and project specific HSEQ requirements
Requirements
- Bachelor’s degree in HSE, Engineering, or related field; or NEBOSH Diploma, NEBOSH IGC, or equivalent recognized HSE qualification
- Minimum 8 years of HSE experience, ideally in utilities, transmission, EPC, or heavy civil projects
- Minimum 3–5 years specifically as an HSE Engineer/Officer on construction projects
- Prior experience working with Supervision Consultants or in a PMC environment
- Strong communication, leadership, and stakeholder engagement skills
- Proficient in Microsoft Office applications
- Ability to interpret technical HSEQ documentation and regulatory requirements
- Skilled in incident investigation and risk assessment methodologies

Job Description
- The PMC HSE Officer is responsible for implementing and monitoring all Health, Safety, and Environmental (HSE) requirements at the project site level. The role ensures compliance with the company HSEQ Management System, ADOSH SF requirements, and international safety best practices.
Key Responsibilities
- Support the development and implementation of the Project HSE Management System, including monitoring systems and incident reporting procedures.
- Ensure project level compliance with HSEQ Plans, procedures, and permit to work (PTW) systems as per client and ADOSH SF requirements.
- Carry out assurance and self verification daily site supervision, inspections, and monitoring of all construction activities
- Prepare HSEQ summary reports and contribute to weekly and monthly HSEQ reporting cycles.
- Support enforcement of client T‑12 Essential Rules and ensure consistent site compliance.
- Review contractor HSEQ plans, method statements, risk assessments, and all HSE documents to ensure alignment with company standards.
- Support the development and maintenance of the formal project risk assessment process
- Track contractor and consultant HSEQ documentation, certifications, and compliance records to ensure compliance.
- Participate in incident/near miss investigations, support root cause analysis, and ensure timely escalation to PMC and teams
- Ensure accurate incident logs are maintained, and corrective and preventive actions are implemented.
- Coordinate closely with Client Transmission representatives, PMC HSEQ Manager, supervision consultants, and EPC contractors to ensure consistent HSEQ execution
- Provide real time HSEQ inputs and updates to PMC and teams.
Qualifications
- Bachelor’s degree in HSE, Engineering, or related field; or NEBOSH Diploma, NEBOSH IGC, or equivalent recognized HSE qualification.
- ISO 45001:2018 Lead Auditor qualification preferred.
- OSHAD/ADOSH Safety Practitioner Course
- Minimum 8 years of HSE experience, ideally in utilities, transmission, EPC, or heavy civil projects
- Minimum 3–5 years specifically as an HSE Engineer/Officer on construction projects.
- Prior experience working with Supervision Consultants or in a PMC environment is required.
- Experience in HSE implementation for high‑risk construction environments (e.g., substations, transmission lines, infrastructure) preferred.
- Strong communication, leadership, and stakeholder engagement skills.
- Proficient in Microsoft Office applications.
- Ability to interpret technical HSEQ documentation and regulatory requirements.
- Skilled in incident investigation and risk assessment methodologies
