Responsibilities
- Lead and strengthen the HR function with minimal supervision while serving as a trusted advisor to management and leadership
- Develop, implement, and continuously improve HR strategies, policies, procedures, and frameworks aligned with business objectives and UAE labor law
- Partner with senior leadership on workforce planning, organizational design, succession planning, talent development, employee engagement, and performance management
- Build and optimize HR systems, governance frameworks, reporting structures, and operational processes
- Drive organizational development initiatives that support business growth and workforce capability
- Independently manage the complete employee lifecycle across all organizational levels
- Lead end to end recruitment activities including workforce planning, sourcing, candidate screening, interviewing, shortlisting, salary benchmarking, offer negotiation, selection, onboarding, and offboarding
- Develop innovative sourcing strategies utilizing professional networks, headhunting, referrals, talent pipelines, recruitment platforms, and employer branding initiatives
- Conduct competency based interviews to evaluate technical expertise, leadership capability, and cultural fit
- Build and maintain strong talent pipelines for current and future hiring requirements
- Prepare employment contracts, offer letters, appointment letters, employee handbooks, and HR related documentation
- Design and manage onboarding and induction programs to facilitate employee integration and engagement
Requirements
- Bachelor's Degree in Human Resources, Business Administration, or related field
- Minimum 7 10 years of progressive Human Resources experience covering both operational and strategic HR functions
- Proven experience independently managing broad HR responsibilities beyond recruitment and administration
- Strong experience across the full employee lifecycle including talent acquisition, onboarding, employee relations, performance management, HR policy development, and compliance
- Demonstrated experience recruiting across multiple organizational levels, including leadership and managerial positions
- Proven ability to develop and improve HR systems, processes, and organizational structures
- Experience partnering with senior leadership and managing highly confidential employee matters
- Master's Degree or MBA in HR, Organizational Development, or related discipline is highly preferred
- Professional certifications such as CIPD Level 5/7, SHRM CP/SCP, PHR/SPHR, HR Analytics, Organizational Development, or ISO Internal Auditor are preferred
- Prior UAE/GCC experience within multicultural and expatriate workforce environments is highly preferred

Position Overview
- We are seeking a highly capable, proactive, and experienced HR Business Lead to independently manage, develop, and elevate the Human Resources function across the organization.
- This role requires a well rounded HR professional with strong operational and strategic expertise, capable of managing the full employee lifecycle while partnering closely with senior leadership to drive organizational growth, workforce effectiveness, and employee engagement.
- The successful candidate will be responsible for building scalable HR systems, strengthening compliance, improving organizational structures, leading talent acquisition initiatives, and ensuring alignment between HR strategies and business objectives.
Key Responsibilities
- Lead and strengthen the HR function with minimal supervision while serving as a trusted advisor to management and leadership.
- Develop, implement, and continuously improve HR strategies, policies, procedures, and frameworks aligned with business objectives and UAE labor law.
- Partner with senior leadership on workforce planning, organizational design, succession planning, talent development, employee engagement, and performance management.

- Lead end to end recruitment activities including workforce planning, sourcing, candidate screening, interviewing, shortlisting, salary benchmarking, offer negotiation, selection, onboarding, and offboarding.

International Recruitment & Global Talent Acquisition
- Lead local and international recruitment initiatives across multiple functions and organizational levels.
- Develop and execute global sourcing strategies to attract top talent from diverse geographic markets.
- Manage international recruitment processes including sourcing, screening, interviewing, selection, offer negotiations, relocation coordination, onboarding, and integration.
- Conduct international market mapping, salary benchmarking, and talent intelligence research.
- Build relationships with international recruitment agencies, executive search firms, universities, Employer of Record (EOR) providers, payroll partners, and workforce solution providers.
- Coordinate with overseas recruitment partners, legal advisors, and consultants to ensure compliance with country specific labor laws and employment regulations.
- Review employment contracts, compensation structures, benefits, and employment arrangements prepared by external partners.
- Advise leadership on compliant international workforce models including direct employment, EOR, contractor arrangements, and local payroll solutions.
- Support expatriate onboarding, relocation, cultural integration, and ongoing employee engagement.
Training, Development & Employee Engagement
- Identify organizational training needs, competency gaps, and employee development opportunities.
- Design and coordinate learning, onboarding, leadership development, and professional growth programs.
- Support succession planning, career progression, and leadership development initiatives.
- Measure training effectiveness through employee feedback, performance outcomes, and business impact assessments.
- Promote a culture of continuous learning, collaboration, and employee engagement.
- Develop and implement employee wellness, recognition, retention, and engagement initiatives.
- Conduct employee satisfaction surveys and engagement assessments to support organizational improvement.
- Maintain training records and ensure alignment with business objectives and compliance requirements.
HR Audit, ISO Compliance & Continuous Improvement
- Lead HR related ISO audits, internal audits, and compliance reviews.
- Develop and maintain HR policies, procedures, SOPs, records, forms, and documentation aligned with ISO standards and organizational requirements.
- Prepare audit reports, compliance documentation, and management review presentations.
- Identify operational gaps and implement process improvement initiatives to enhance HR effectiveness.
- Ensure HR practices comply with governance standards, audit requirements, and regulatory expectations.
HR Compliance, Legal & Government Relations
- Liaise with the PRO and government authorities regarding employment visas and renewals, labor approvals and work permits, employee onboarding and offboarding formalities, employment contracts and legal documentation, and immigration and labor compliance requirements.
- Ensure compliance with UAE labor laws, company policies, and regulatory requirements.
- Manage disciplinary investigations, employment compliance matters, and employee related legal concerns.
HR Operations & Administration
- Oversee attendance management, leave administration, workforce tracking, and HR operational processes.
- Monitor absenteeism, overtime trends, workforce compliance, and attendance related issues.
- Maintain accurate employee records, HR files, and personnel documentation.
- Ensure confidentiality, document control, and compliance with data protection standards.
- Manage HR Information Systems (HRIS) and employee databases.
- Maintain the highest levels of integrity and discretion when handling confidential employee and organizational information.
Employee Relations & Performance Management
- Manage employee relations matters, grievances, disciplinary actions, and workplace conflict resolution professionally and confidentially.
- Handle sensitive employee matters involving senior employees and management personnel.
- Foster a positive, inclusive, and high performance work culture.
- Develop and improve KPI frameworks and performance management systems across departments.
- Support managers in setting measurable objectives, conducting probation reviews, employee assessments, and Performance Improvement Plans (PIPs).
- Coordinate performance appraisal cycles and employee evaluation processes.
- Provide HR guidance and coaching to managers on employee performance, engagement, and people management best practices.
Qualifications
- Bachelor's Degree in Human Resources, Business Administration, or a related field.
- Master's Degree or MBA in Human Resources, Organizational Development, or related discipline is highly preferred.
- Professional certifications such as CIPD Level 5 or Level 7, SHRM CP or SHRM SCP, PHR or SPHR, HR Analytics Certification, Organizational Development Certification, or ISO Internal Auditor Certification are preferred.
- Minimum 7–10 years of progressive Human Resources experience covering both operational and strategic HR functions.
- Proven experience independently managing broad HR responsibilities beyond recruitment and administration.
- Strong experience across the full employee lifecycle including Talent Acquisition, Onboarding, Employee Relations, Performance Management, HR Policy Development, Attendance & Workforce Management, Learning & Development, HR Compliance & Labor Law, Employee Exits & Terminations, and HR Audits & ISO C
- Demonstrated experience recruiting across multiple organizational levels, including leadership and managerial positions.
- Proven ability to develop and improve HR systems, processes, and organizational structures.
- Experience partnering with senior leadership and managing highly confidential employee matters.
- Prior UAE/GCC experience within multicultural and expatriate workforce environments is highly preferred.
