Job Purpose

  • Lead and oversee the planning, maintenance, development, and operational management of the Ministry’s buildings and facilities portfolio, ensuring the safety, sustainability, functionality, and readiness of all assets.
  • The role is responsible for managing maintenance programs, civil and architectural projects, building rehabilitation initiatives, OHSE systems, and sustainability initiatives across the Ministry’s facilities.
  • The position ensures compliance with regulatory requirements, effective utilization of resources, and continuous improvement of the built environment in support of the Ministry’s strategic objectives.

Key Responsibilities

  • Develop, implement, and oversee annual preventive and corrective maintenance plans to ensure the Ministry’s buildings and facilities remain safe, sustainable, efficient, and operationally ready.
  • Assess and evaluate the building, space, and infrastructure requirements of all organizational units and recommend appropriate facilities solutions to support operational needs.
  • Prepare technical specifications, engineering standards, scopes of work, and cost estimates for maintenance, rehabilitation, renovation, and capital improvement projects.
  • Manage and oversee the execution of building development, refurbishment, and construction projects, ensuring compliance with approved designs, quality standards, budgets, and project timelines.
  • Coordinate and liaise with government entities, consultants, contractors, service providers, and other stakeholders to ensure effective project delivery and facilities operations.
  • Maintain accurate and up to date records, databases, drawings, asset inventories, and reports related to the Ministry’s buildings, facilities, and infrastructure.
  • Plan and conduct periodic inspections and condition assessments of buildings and facilities to identify maintenance requirements, safety concerns, and opportunities for improvement.
  • Lead the implementation, monitoring, and continuous improvement of the Occupational Health, Safety, and Environment (OHSE) Management System in accordance with applicable regulations and international best practices.
  • Develop and implement sustainability programs, green building initiatives, and environmental management practices to improve resource efficiency and reduce environmental impact.
  • Review findings from internal and external audits, inspections, and assessments, and ensure the development and implementation of corrective and preventive action plans.
  • Prepare annual operational plans, budgets, and key performance indicators (KPIs) for Facilities Management and OHSE functions, and monitor performance against established objectives.
  • Monitor contractor and service provider performance to ensure compliance with contractual obligations, service level agreements, quality standards, and safety requirements.

Experience & Qualifications

  • Bachelor's Degree in Civil Engineering from an accredited university.
  • Minimum 10 years of relevant experience in facilities management, civil engineering, building maintenance, construction, or infrastructure projects.
  • Minimum 5 years of leadership experience managing facilities, maintenance operations, engineering teams, or construction projects.
  • Proven experience in managing multiple buildings, facilities, or large scale property portfolios.
  • Strong experience in civil works, building rehabilitation, renovation, and construction project management.

Preferred Certifications

  • Project Management Professional (PMP).
  • Facilities Management Professional (FMP) or Certified Facility Manager (CFM).
  • NEBOSH, IOSH, or equivalent Occupational Health and Safety certification.
  • ISO 45001 and ISO 14001 Lead Auditor/Implementer certifications.
  • Sustainability or Green Building certifications such as LEED, Estidama, or equivalent.
