About the Role
China State Construction Engrg.Corp LTD (KSA) is seeking a Government/Public Relations Officer in Riyadh to manage government liaison, visa and Iqama processing, and company licensing compliance.

Responsibilities
- Serve as the official company representative before Saudi ministries and regulatory bodies
- Build and maintain strong relationships with key government officials
- Attend in person visits and meetings at government offices to resolve queries and expedite approvals
- Process new work visas, block visas, and business visas for expatriate employees
- Manage end to end Iqama services: issuance, renewal, transfer, cancellation, and exit/re entry permits
- Coordinate medical tests, fingerprinting, and biometric enrollment for new hires
- Track expiration dates for employee documents and ensure timely renewal
- Ensure compliance with Saudization (Nitaqat) quotas and labor regulations
- Manage renewal and amendment of Commercial Registration, Municipal License, Civil Defense Approval, and Chamber of Commerce certificates
- Secure project specific permits: construction permits, work site approvals, temporary facility licenses, and utility connections
- Maintain accurate records of company legal documents, licenses, and registrations
- Set up and manage company accounts on Saudi government e portals: Qiwa, Absher, Muqeem, Mudad

- Familiar with construction industry regulatory requirements in Saudi Arabia
- Capable of applying for, renewing and amending company and project related licenses
- Fluent English speaking, good reading and writing skills

Government Liaison & Relationship Management
- Serve as the official company representative before Saudi ministries (Labor, Interior, Municipal, Civil Defense, Commerce), GOSI, and other regulatory bodies.
- Build and maintain strong, proactive relationships with key government officials, officers, and decision makers across relevant departments.
- Attend in person visits, meetings, and follow ups at government offices to resolve queries, submit applications, and expedite approvals.
Visa & Iqama Management (Core Duty)
- Process new work visas, block visas, and business visas for all expatriate employees (engineers, supervisors, skilled labor).
- Manage end to end Iqama (residence permit) services: issuance, renewal, transfer, cancellation, and exit/re entry permits.
- Coordinate medical tests, fingerprinting, and biometric enrollment for new hires as per Saudi immigration requirements.
- Track expiration dates for all employee documents (Iqama, passports, visas) and ensure 100% timely renewal to avoid penalties.
- Ensure strict compliance with Saudization (Nitaqat) quotas and labor regulations for construction projects.
Company & Project Licensing Compliance
- Manage renewal and amendment of Commercial Registration (CR), Municipal License, Civil Defense Approval, and Chamber of Commerce certificates.
- Secure project specific permits: construction permits, work site approvals, temporary facility licenses, and utility connections (water, electricity).
- Maintain accurate, up to date records of all company legal documents, licenses, and registrations.
- Set up and manage company accounts on Saudi government e portals: Qiwa, Absher, Muqeem, Mudad (ensure Arabic/English proficiency for portal navigation).
Regulatory Compliance & Reporting
- Monitor and interpret changes in Saudi labor laws, immigration policies, and construction regulations (e.g., Vision 2030 initiatives).
- Advise senior management on regulatory updates, compliance risks, and required actions to avoid legal penalties.
- Prepare and submit official government reports, declarations, and compliance documents as mandated by authorities.
- Ensure adherence to GOSI (General Organization for Social Insurance) contributions and labor welfare regulations.
Administrative & Document Support
- Prepare, translate (Arabic/English), and attest all official letters, applications, and correspondence for government submissions.
- Maintain a centralized, organized filing system for all government transactions, employee documents, and compliance records.
- Process payments for government fees, fines, and service charges accurately and on time.
- Support new hire onboarding by completing all government formalities and coordinating with HR/Operations teams.
Cross Functional Collaboration
- Liaise with Project Managers, HR, Finance, and Legal teams to align government compliance with project timelines and company policies.
- Coordinate with site supervisors to ensure work site compliance with Civil Defense and municipal safety regulations.
- Escalate complex regulatory issues or delays to the Government Relations Manager with recommended solutions.
Skills
- Nationality: Saudi
- Familiar with construction industry regulatory requirements in Saudi Arabia.
- Capable of applying for, renewing and amending company and project related licenses.
- Fluent English speaking, good reading and writing skills.
