Responsibilities
- Collect, validate, analyze, and interpret organizational performance and quality data
- Develop, monitor, and report organizational and departmental KPIs
- Design and maintain executive dashboards and performance reports using BI and data visualization tools
- Conduct data analytics, trend analysis, forecasting, and root cause analysis
- Perform benchmarking studies against best practices and recommend improvement initiatives
- Support Management Review meetings by preparing analytical reports and presentations
- Analyze organizational maturity, operational performance, and quality indicators
- Collaborate with business units to improve data quality and reporting accuracy
- Support implementation of organizational excellence frameworks (UAE Government Excellence Model, EFQM, quality management standards)
- Assist in organizational assessments, self assessments, audits, and excellence award submissions
- Develop data models and performance reports to support strategic planning
- Promote a culture of data driven decision making and continuous improvement
Requirements
- Bachelor's degree in Data Analytics, Statistics, Business Analytics, Computer Science, Industrial Engineering, Business Administration, or related discipline
- Minimum 5 years of relevant experience in Data Analytics, Organizational Performance, Business Intelligence, Strategy, Quality Management, or Organizational Excellence
- Experience working within a Strategy, Quality, Performance Management, or Organizational Excellence function is highly preferred
- Advanced Microsoft Excel
- Power BI strongly preferred
- SQL
- Data Visualization & Dashboard Development
- Statistical Analysis
- KPI Design & Performance Measurement
- Benchmarking & Performance Analysis
- Knowledge of EFQM, ISO 9001, and UAE Government Excellence Model is an advantage

Job Summary
- The Ministry of Community Empowerment (MOCE) is seeking a highly analytical and detail oriented Data Analytics Specialist to join the Organizational Excellence Team within the Strategy Department.
- The role involves analyzing institutional performance data, developing KPI dashboards, conducting benchmarking and trend analysis, and providing actionable insights to support strategic planning, management reviews, and continuous improvement.
Key Responsibilities
- Collect, validate, analyze, and interpret organizational performance and quality data to support institutional excellence initiatives.
- Develop, monitor, and report organizational and departmental KPIs, ensuring alignment with strategic objectives.
- Design and maintain executive dashboards and performance reports using business intelligence and data visualization tools.
- Conduct data analytics, trend analysis, forecasting, and root cause analysis to identify opportunities for performance improvement.
- Perform benchmarking studies against local, regional, and international best practices and recommend improvement initiatives.
- Support Management Review meetings by preparing analytical reports, presentations, and performance insights.
- Analyze organizational maturity, operational performance, and quality indicators to support continuous improvement initiatives.
- Collaborate with business units to improve data quality, reporting accuracy, and performance measurement practices.

Qualifications & Experience
- Bachelor's degree in Data Analytics, Statistics, Business Analytics, Computer Science, Industrial Engineering, Business Administration, or a related discipline.
- Minimum 5 years of relevant experience in Data Analytics, Organizational Performance, Business Intelligence, Strategy, Quality Management, or Organizational Excellence.
- Experience working within a Strategy, Quality, Performance Management, or Organizational Excellence function is highly preferred.
