About the Role
Arada seeks a Cost Control Manager to lead independent cost control audit and governance across pre- and post-contract stages. The role ensures baseline integrity, audits commercial recommendations, and enforces rigorous governance over project budgets.

Responsibilities
- Review, audit, and provide formal feedback on all Pre Tender Estimates and Tender Recommendation Reports before package finalization
- Act as independent control point to cross verify procurement and commercial tender returns against approved business case
- Prepare and present Gate Review commercial analysis briefs to executive leadership highlighting budget variances and risks
- Monitor schematic and detailed design progressions to flag budget deviations and force Value Engineering triggers
- Own monthly audit of Budget versus Forecast Final Cost across all active assets
- Establish and enforce governance over project risks and contingencies, validating drawdown requests
- Implement and oversee Trend Log system to capture potential variations and claims
- Validate and sign off on monthly cost reports, cash flow projections, and cost to complete metrics
- Drive development of automated Power BI dashboards for C suite focusing on management by exception
- Manage and mentor Senior Cost Controllers and Analysts
Requirements
- Bachelor's Degree in Quantity Surveying, Civil Engineering, or related field
- 12 15 years of experience in cost control, commercial management, or quantity surveying within top tier developers or international consultancies in the UAE
- Deep proficiency in enterprise cost management systems
- Advanced Microsoft Excel skills
- Strong Power BI dashboard development and reporting capabilities
- Exceptional analytical authority and ability to challenge commercial submissions
- MRICS certification highly preferred

Role Purpose
- Lead the independent Cost Control Audit & Governance function across pre and post contract stages for Arada’s portfolio.
- Ensure absolute baseline integrity, strictly audit commercial recommendations prior to package awards, and enforce rigorous governance over Forecast Final Cost versus project budget.
Key Responsibilities
- Pre Award Independent Audit & Gateway Control: Review, audit, and provide formal feedback on all Pre Tender Estimates and Tender Recommendation Reports.
- Independent Budget Verification: Cross verify procurement and commercial tender returns against approved business case.
- Executive Gateway Reporting: Prepare and present Gate Review commercial analysis briefs to Project Controls Director, CDO, and CEO.
- Design Stage Cost Checks: Monitor design progressions to flag budget deviations and force Value Engineering triggers.
- Post Award Budget Governance & FFC Control: Own monthly audit of Budget versus Forecast Final Cost across all active assets.
- Contingency Drawdown Audit: Enforce strict governance over project risks and contingencies.
- Trend Log & Early Warning Governance: Implement and oversee active Trend Log system.
- Cost Monitoring, Reporting & BI Automation: Validate and sign off on monthly cost reports and cash flow projections.
- Executive Dashboards: Drive development of automated Power BI dashboards for C suite.
- Proprietary Benchmarking: Oversee construction of live internal cost per square foot benchmarking database.
- Team Leadership & Interface: Manage and mentor Senior Cost Controllers and Analysts.
- Cross Departmental Interface: Partner with Pre and Post Contract Commercial, Procurement, and Project Management teams.
Qualifications & Experience
- Bachelor’s Degree in Quantity Surveying, Civil Engineering, or a related field.
- MRICS certification is highly preferred.
- 12–15 years of experience in cost control, commercial management, or quantity surveying within top tier developers or international consultancies in the UAE.
- Deep proficiency in enterprise cost management systems.
- Advanced Microsoft Excel skills.
- Strong Power BI dashboard development and reporting capabilities.
