Cost control and reporting

• Establish project cost control procedures, guidelines, and reporting standards.
• Implement standardized cost reporting to improve visibility and control over expenditures.
• Lead cost data compilation, validation, and reporting across contracts.
• Guide teams on VOWD reporting, forecast updates, change orders, contingency planning, and expenditure allocation.
• Review contractor invoices against payment milestones and project progress.

Funding and budgeting

• Support funding package submissions, including Estimate Basis, Estimate Confidence Packages, Advance Commitments, and Full Funding.
• Prepare forecast cost estimates and the annual Work Program and Budget.
• Develop and maintain WBS and CBS structures aligned with project scope and reporting requirements.

Performance and risk management

• Monitor FEED and EPC contractor cost performance against control plans.
• Assess VOWD reporting, trend analysis, and earned value deliverables and recommend corrective actions.
• Identify potential cost risks, recommend corrective measures, and support cost recovery plans.
• Follow up project commitments and change orders for budgetary and contractual compliance.

Tenders and systems

• Support FEED and EPC tender technical evaluations, bid reviews, evaluation plans, and project committee approvals.
• Provide cost control guidance to Procurement and Contracts teams for WBS and CBS allocations.
• Develop in-house cost reporting solutions and tools to improve cost tracking accuracy, data integrity, and consistency.

Qualifications and experience

• A bachelor's degree in finance, engineering, accounting, or a business discipline is required.
• Ten years of cost control or cost management experience in large-scale oil and gas capital projects is required.
• Experience in cost estimating, forecasting, allocation, planning, budgeting, and reporting for major projects is required.
• Extensive knowledge of project controls principles, theories, and concepts is required.
• Major projects experience with EPC lump sum contracts, multilingual contract teams, and large local subcontractors is required.
• Experience with ERP systems and project management systems is required.
