About the Role
Airswift is seeking a Contracts Engineer for Drilling & Completions to support D&C contracts and procurement activities for large drilling programs in Qatar. The role combines technical expertise with contracts management, including leading tenders, contract administration, and cross-functional coordination.

Responsibilities
- Lead and provide technical, commercial, and functional direction related to all aspects of contracting including Invitation to Tender (ITT) (Pre Award), Contract Changes (Post Award), and supporting Close Out activities
- Develop, recommend, and support Management and Tender Committee strategy and recommendation presentations
- Manage cross functional initiatives and queries with Supply, Procurement, Legal, HSE, and Technical Quality departments to ensure company compliance and promote obtaining best value
- Take the lead in preparing Communications and contractual responses to the drilling and completions Contractors
- Develop, prepare, and gain alignment on various types of Reports & Data required for management from department perspective
- Manage a portfolio of existing D&C contracts, including assessing suitability for new campaigns, optimizing contract effectiveness, and implementing change orders
- Establish new D&C contracts, including defining technical requirements, developing contract strategies, providing engineering support for tendering, and conducting evaluations
- Assess commercial risks and consider appropriate risk mitigation solutions
- Lead technical evaluation of Contractor's bids, lead clarifications, and author technical evaluation reports
- Provide mentorship for the development of National Engineers and junior staff
Requirements
- Minimum B.S. Degree in Commerce or Engineering from an accredited university
- Minimum 8 years post degree experience in both Engineering and Contracting aspects of large offshore Drilling & Completions rig programs
- Experience and strong technical knowledge of Drilling & Completions equipment, materials, and services (e.g., Jack up Drilling Rigs, Directional Drilling, Drilling Fluids, OCTG, Cementing, Liner Systems, Completion Equipment, Wellheads & Trees, Wireline, Coiled Tubing, Perforating, Acid Stimulation, Fishing and Milling)
- Experience in Drilling & Completions contract strategies, contract tendering, contract award, post award contract administration and contract negotiations for large Drilling & Completions programs
- Experience working in Middle East Region preferred

Job Title & Purpose
- Contracts Engineer – Drilling & Completions
- Combine Drilling & Completions (D&C) technical expertise along with contracts expertise to support D&C contracts and procurement activities for large drilling programs.
Primary Duties
- Able to lead and provide technical, commercial, and functional direction related to all aspects of contracting including Invitation to Tender (“ITT”) (Pre Award), Contract Changes (Post Award), and supporting Close Out activities.
- Develop, recommend, and support Management and Tender Committee strategy and recommendation presentations.
- Manage cross functional initiatives and queries with Supply, Procurement, Legal, HSE, and Technical Quality departments to ensure company compliance and promote obtaining best value for Company and its shareholders whilst ensuring due dates are met.
- Take the lead in preparing Communications and contractual responses to the drilling and completions Contractors.
- Develop, prepare, and gain alignment on various types of Reports & Data required for management from department perspective.

Pre award Key Job Accountabilities

- Establish new D&C contracts; examples of duties include defining technical requirements / specifications to be included in contracts, developing contract / tendering strategies, providing engineering support for tendering activities, conducting technical and commercial evaluations, assisting in nego
- Assess commercial risks and consider appropriate risk mitigation solutions to prevent any potential impact on Tender and Contract delivery program.
- Develop, recommend, and support Management and Tender Committee approval request presentations.
- Generate, review, advise the teams technical and commercial evaluation criteria.
- Lead technical evaluation of Contractor’s bids, lead clarifications, author review / guide team with respect to authoring technical evaluation reports / matrix.
- Advise and review of alternative bid submissions, support evaluation process of acceptability both technically and commercially.
- Interface internally with other D&C Team members to ensure contract effectiveness, capturing lessons from current contracts and applying for upcoming programs.
- Interface with other company stakeholders such as Supply Dept and Subsurface Business Support to support tendering and procurement processes.
- Support the preparation of tender committee presentations and submissions.
- Provide mentorship for the development of National Engineers and junior staff.
Post award
- Provide ad hoc contract administration of the Drilling and Completions contracts which may include contract management plans, claim mitigation, change orders, close out activities.
- Review and modify ITT templates and exhibits to comply with Company general Terms and Conditions.
- Interface with other company stakeholders such as Supply Dept and Subsurface Business Support to support change order and procurement processes.
- Support the preparation of tender committee presentations and submissions.
Education / Experience Required
- Minimum B.S. Degree in Commerce, or Engineering from an accredited and recognized university.
