About the Role

Responsibilities
- Provide high level strategic direction to the Measles and Rubella Partnership, Ministries of Health, NITAGs, and other partners on optimal approaches to RCV introduction
- Lead the development and refinement of policy relevant frameworks to guide decision making on MR introduction
- Facilitate global and regional policy discussions, ensuring country perspectives and equity considerations are reflected
- Provide senior level interpretation of epidemiological, surveillance, and modelling data into actionable insights
- Guide the development and dissemination of decision making evidence based packages for senior stakeholders
- Provide strategic oversight of financing pathways and advise on navigating immunization financing landscapes
- Serve as a senior technical focal point across global and regional partners, facilitating alignment
- Provide tailored, high level advisory support to Ministries of Health on MR/RCV introduction
- Provide strategic guidance and technical oversight to MR consultants and partner teams
Requirements
- Advanced degree in public health, epidemiology, medicine, or related field (MD, MPH, PhD, or equivalent)
- Minimum of 12–15 years of experience in global immunization programs, with a strong focus on measles and rubella
- Demonstrated experience in a senior technical leadership role
- Proven experience advising Ministries of Health and NITAGs on vaccine introduction and immunization strategy
- Experience working with multilateral organizations and global health partners
- Strong experience in Gavi processes, immunization financing, and SIA implementation
- Excellent level of English proficiency in writing, reading and speaking
- No links to the pharmaceutical industry

Job Purpose
- Provide high level technical and strategic leadership to accelerate RCV introduction across priority countries in Africa and Eastern Mediterranean Region.
- Focus on strategic advisory, policy translation, and alignment of epidemiological evidence, modelling outputs, and financing pathways.
Job Duties and Responsibilities
- Accelerated RCV introduction decisions in remaining countries.
- Integration of epidemiological, modeling data and financing evidence for decision making.
- Stronger global coordination and partner alignment on technical assistance.
- Enhanced country ownership over the measles rubella program.
- Provide strategic leadership and policy guidance to partners.
- Lead development of policy relevant frameworks for MR introduction.
- Facilitate global and regional policy discussions.
- Advise on translation of global recommendations into country strategies.
- Provide senior level interpretation of evidence streams.
- Guide development of decision making evidence based packages.
- Assess and articulate risk profiles including outbreak risk and CRS burden.
- Identify critical data gaps and propose pragmatic approaches.
Education
- Required: Advanced degree in public health, epidemiology, medicine, or related field (MD, MPH, PhD, or equivalent).
- Required: No links to the pharmaceutical industry.
- Preferred: Knowledge and experience with digital tools for outbreak control.
- Preferred: PhD or Doctoral studies.
Experience
- Required: Minimum of 12–15 years in global immunization programs with strong focus on measles and rubella.
- Required: Demonstrated senior technical leadership role.
- Required: Proven experience advising Ministries of Health and NITAGs.
- Required: Experience with multilateral organizations and global health partners.
- Required: Strong experience in Gavi processes, immunization financing, and SIA implementation.
- Preferred: Scientific publications in peer reviewed journals.

Method of Delivery and Support
- Duty station: Home based, with up to 20–30% international travel.
- Support provided: travel, logistics, program management through M&R Country Platform Officer and Administrative Lead.
Schedule for Payment
- Paid on a monthly schedule based on invoices listing days worked at contracted rate.
- Travel and operational expenses reimbursed with receipts.
Time Allocation
- Estimated contract from July 2026 to June 2027.
- 40 hours per week over a 12 month period.
Management of Consultancy
- Directly managed by IFRC M&R Country Platform Officer with overall coordination from IFRC Immunization Senior Officer in Geneva.
