Organizational Context

  • IFRC is the world’s largest humanitarian organization with 191 member National Societies.
  • The M&R Country Platform supports countries to implement the Measles and Rubella Strategic Framework 2021 2030.
  • The Philippines has low routine immunization coverage (~70%) and significant measles outbreaks.

Job Duties and Responsibilities

  • Provide technical support for MR SIA 2026 and outbreak response.
  • Develop and update guidelines for SIA monitoring systems.
  • Provide structured guidance to SIA management committees.
  • Support routine vaccination monitoring and field reports.
  • Work with Epidemiology Bureau to review surveillance indicators.
  • Develop infodemic management plan for AEFI.
  • Conduct field monitoring visits and support immunization program reviews.
  • Provide technical assistance for national and regional trainings.
  • Support NITAG with evidence briefs and background documents.
  • Coordinate with Red Cross/Red Crescent National Society.
  • Prepare weekly summary updates and final campaign reports.

Education and Experience

  • Required: University degree in allied health related field.
  • Preferred: Master of Public Health.
  • Required: Proven experience in low resource settings and international public health programs.
  • Required: Experience working with international, national, and local partners.
  • Required: At least 5 years of experience in immunization programs and VPD surveillance.

Knowledge, Skills and Languages

  • Strong knowledge of immunization programs and VPD surveillance.
  • Ability to lead and supervise project staff.
  • Strong diplomatic and interpersonal skills.
  • Ability to work in fast paced environment and manage multiple priorities.
  • Excellent time and project management skills.
  • Required: Excellent English written and oral communication skills.

Outputs

  • Output 1: Weekly MR SIA monitoring package for assigned CHDs.
  • Output 2: Monthly VPD surveillance performance report.
  • Output 3: Monthly routine immunization performance report.
  • Output 4: Weekly reports to IFRC on progress.
