Organizational Context

  • GRSP, hosted by IFRC, reduces road crash deaths in low and middle income countries.
  • Road traffic injuries claim 1.19 million lives annually; 90% of fatalities in low and middle income countries.
  • GRSP supports policy change, grants, technical assistance, and road policing capacity building.

Job Purpose

  • Design and implement road policing capacity building programme for police in selected BIGRS cities and states in Latin America.
  • Provide expert support including training workshops, on the ground coaching, and mentoring.
  • Focus on enforcement of drink driving, helmet wearing, restraint use, and speed management policies.

Education

  • Required: Advanced training in key areas related to road policing excellence.
  • Preferred: Bachelor’s degree in political science, public administration, social sciences or related field.

Experience

  • Minimum six years working experience in road policing.
  • Experience in applying practical road policing tactics, deterrence principles, and research driven practices.
  • Proven experience leading organisational delivery of road policing services at national, state or municipal level.
  • Expert familiarity with in country political system and policymaking.
  • Experience developing and delivering international best practices capacity building workshops in road policing.
  • Ability to travel and work internationally.

Knowledge, Skills and Languages

  • Keen understanding of in country policy making bodies and processes.
  • Excellent oral and written communication skills.
  • Strong strategic and analytical thinking skills.
  • Strong organizational skills.
  • Required: Fluent spoken and written English.
  • Required: Fluent spoken and written Spanish.
  • Preferred: Good command of another IFRC official language (French or Arabic).

Key Responsibilities

  • Become familiar with social, political, legal and economic environments of target communities.
  • Prepare and deliver good practice workshops in road safety policy enforcement.
  • Coach and mentor road police through on site observation and follow up discussions.
  • Provide written feedback, suggestions, and guidance to road policing agencies.
  • Liaise with government and non government organizations as required.
  • Remain up to date on global environments impacting road policing.
  • Work collaboratively with GRSP partners and key stakeholders.
