Responsibilities
- Plan, direct, and control all technical, commercial, financial, and administrative aspects across multiple concurrent infrastructure projects
- Ensure all program requirements and deliverables meet client stringent standards and expectations
- Lead preparation and implementation of key management plans, including Project Execution Plans, Health and Safety Plans, and QA/QC procedures
- Assign responsibilities to senior team members in line with their expertise and project requirements
- Manage scope variations and lead commercial and contractual negotiations with clients, subcontractors, and suppliers
- Maintain strong client engagement, acting as primary point of contact with client and other key stakeholders
- Operate effectively in a high demand environment, including extended working hours as required by client
- Identify project and program risks, including delays and cost overruns, and implement proactive mitigation and recovery strategies
- Oversee site operations, including labor coordination, procurement, logistics, and commercial controls
- Ensure accurate and timely management of change orders, claims, and contractual documentation
- Promote a culture of quality, safety, and continuous improvement across all projects
- Monitor progress against milestones and KPIs, and provide clear reporting on performance, risks, and corrective actions
Requirements
- Bachelor's degree in Engineering or related technical or business discipline
- 20 years of relevant experience, including strong project and construction management on large scale infrastructure projects
- Minimum of 3 years of work experience in Qatar (mandatory)
- Proven experience in senior leadership roles such as Construction Director, Principal Project Manager, or equivalent
- Extensive background in operations management, including oversight of personnel, site operations, and facilities
- Demonstrated ability to manage multiple concurrent projects and teams in a fast paced, client driven environment
- Strong commercial and contractual acumen, including experience with claims, variations, and contract administration
- Excellent communication, negotiation, and stakeholder management skills
- Proven leadership, team building, and mentoring capabilities
- Master's degree in Engineering, Construction Management, or MBA (desired)
- Professional certifications such as PMP or equivalent (desired)
- Prior experience working with Ashghal (Public Works Authority, Qatar) is preferred

Job Description
- Parsons is seeking a highly experienced and accomplished Construction Director (Infrastructure) to lead a portfolio of 17 major infrastructure projects in Doha, Qatar.
- Program includes roads, utilities, drainage systems, landscaping, and pump stations for a highly demanding client.
