Overview
We are seeking a highly skilled
Business Continuity & Emergency Planning Manager
to lead the development and implementation of Business Continuity Plans (BCPs).
This role is responsible for ensuring all continuity plans align with contractual, operational, regulatory, and technical requirements.
The successful candidate will collaborate across departments and with partner subcontractors to gather critical data, conduct Business Impact Analyses (BIAs), and ensure the organization is fully prepared for operational disruptions.
Key Responsibilities
- Develop, structure, and maintain Business Continuity Plans in line with
- ISO 22301.
- Coordinate with internal teams and subcontractors to gather inputs for BIAs, contingency planning, and recovery strategies.
- Ensure BCPs comply with
Tga Guidance 15
- requirements.
- Align continuity plans with emergency response frameworks defined by relevant authorities.
- Integrate roles, responsibilities, and communication protocols into continuity documentation.
- Lead and coordinate BIAs across departments.
- Define and validate key recovery metrics such as
RTO, RPO, MTPD, and MAO
- .
- Ensure alignment with system design, operational needs, and contractual obligations.
- Develop Disaster Recovery Plans (DRPs) in collaboration with IT and system stakeholders.
- Ensure resilience of critical railway systems (CTC, TMS, GSM-R, ECMS, AFC, telecom infrastructure).
- Align recovery strategies with business continuity objectives and system architecture.
- Support the design and execution of annual drills and simulation exercises,
- Contribute to scenario planning, including contingency and system-fallback processes.
- Ensure compliance with regulatory exercise and reporting requirements.
Qualifications
- Bachelor’s degree in Engineering, Risk Management, Operations, Safety, Security, or a related field.
- Certification in
ISO 22301, BCM, or Disaster Recovery
is preferred.
Experience
- Minimum
- 5+ years
- of experience in Business Continuity, Emergency Planning, Disaster Recovery, or operations within critical infrastructure.
- Experience in railway infrastructure or rolling stock is highly desirable.
- Proven experience working with multiple stakeholders in regulated environments.
Technical Knowledge
- Strong understanding of BCMS frameworks, BCP development, and BIA methodologies.
- Knowledge of continuity metrics (RTO, RPO, MTPD, MAO).
- Familiarity with railway systems (OCC, CTC, ERTMS, telecom, AFC).
- Awareness of cybersecurity standards and emergency-response regulations (NCSA, TGA).
