About the Role
Mashreq Corporate & Investment Banking Group seeks a VP Learning & Development to lead the learning strategy, design and implement global training programs, and manage the Learning Management System.

Responsibilities
- Create and execute a holistic Learning strategy covering all learning needs (behavioural & technical) for assigned Groups
- Partner as a strategic learning custodian responsible for end to end learning strategy and measured impact
- Develop and implement technology enabled learning and development solutions and content for all functions
- Deliver, lead, and enhance structured learning programmes globally and leadership development modules
- Manage and enhance the Learning Management System and ecosystem for the entire organization across all locations
- Strategically plan the annual budget, DNA and L&D calendar per assigned Group including regulatory training
- Develop and deliver mandatory, regulatory, and need based technical and behavioural development programmes
- Liaise with approved External Training Providers to arrange need based training
- Establish in house online content development capabilities
- Report learning and development metrics to senior management and regulatory authorities
Requirements
- Bachelor's degree and minimum 15 years of Learning and Development experience; banking/finance experience preferred
- Expert in training needs analysis, solution deployment, and learning impact/evaluation
- Relevant E Learning development and Learning Administration function experience
- Expert communication, influencing, inter personal, and analytical skills
- High proficiency in learning/skill assessment authoring tools and LMS administration
- Subject matter expert in instructional design, delivery, and evaluation/ROI methods
- Expert presentation and facilitation skills with senior stakeholders
- Strong project management skills and ability to manage multiple priorities
- Experience leading and working in a global remote team across multiple countries
- Technical acumen of learning systems, AI enabled learning and technologies

Role Overview
- To lead and foster a culture of continuous improvement and excellence within Mashreq that is innovative, out of the box and complements people’s learning journey.
- This position involves the strategic development, implementation, and management of comprehensive global and group holistic learning programmes that align with Mashreq’s goals and objectives.
- To partner strategically with Groups and work closely with various senior stakeholders to identify learning needs, design innovative training solutions, and evaluate the effectiveness of training, learning and development initiatives.
Key Responsibilities
- Create and execute a holistic Learning strategy covering all learning needs both behavioural & technical for assigned Groups that meets the bank’s aspiration in becoming an employer of choice and recognized globally.
- Partner as a forward thinking and proactive strategic and learning custodian responsible for the holistic end to end learning strategy and its measured impact for assigned Groups
- Develop and implement effective and appropriate technology enabled learning and development solutions and content for all functions in the bank.
- Deliver, lead and enhance select structured learning programmes globally and leadership development modules and people related trainings as part of wider PICG mandate
- Manage and enhance the Learning Management System and ecosystem for the entire organization across all locations to ensure availability and consistent delivery of Learning and Development mandate to bank employees.
- Strategically plan the annual budget, DNA and L&D calendar per assigned Group including all regulatory training that meets the real development needs of bank wide employees.
- Develop and deliver mandatory, regulatory and/or need based technical skill and behavioural development programmes.
- Develop and deliver need based competency development and soft skills programmes.
- Liaise with approved External Training Providers to arrange need based training inputs not available internally within the bank.
- Establish in house online content development capabilities by developing existing resources and adding appropriate resources to develop online content that meets business training needs.
- Plan and monitor the L&D annual budget for assigned Groups to ensure that expenditure is in line with business plan.
- Accountable for all global CB and regulatory training requirements for assigned Groups
Experience
- Bachelor’s degree and a minimum of 15 years of Learning and Development experience; Experience in banking and finance industry will be an added advantage.
- Expert in training needs analysis, solution deployment and learning impact/evaluation
- Relevant E Learning development and Management of a Learning Administration function experience.
- Role holder should have expert communication, influencing, inter personal and analytical skills and the ability to manage and partner with stakeholders at a senior level
- High level of proficiency in Learning/skill assessment authoring tools and administration of Learning Management Systems is required
- Subject matter expert in learning and development instructional design and delivery and evaluation/ROI methods.
- Expert in presentation and facilitation skills with senior stakeholders and learning audiences
- Strong project management skills and advanced ability to be adaptable and resilient to manage multiple priorities and deliverables on time and in full
- Leading and working in a global remote team across multiple countries
- Technical acumen of learning systems, AI enabled learning and technologies to an advanced proficiency level
- Exposure to and qualifications in Learning and development quality standards such as ISO 29990 is desirable.
