Role Requirements
The Vice President, Procurement Contracts leads ADNOC's contracting service across Group Companies.
- Lead the end-to-end delivery of contracts execution services covering projects, upstream studies and drilling, operations and support services contracts across the ADNOC Group.
- Own the development of sourcing strategies, bidder lists and techno-procurement negotiations for major, high-value acquisitions — driving economies of scale across centralised spend areas.
- Direct contract award, administration, variation and close-out activity, ensuring full compliance with the Delegation of Authority, ADNOC Group Procurement Policy and Tender Board requirements.
- Build and lead a high-performing division — shaping capability, succession and talent pipelines with emphasis on Emiratisation, while managing divisional plans, budgets, risk and HSE standards.
Key Accountabilities
- Run a cost-effective, compliant contracts execution service for projects, drilling, operations and support services across the Group.
- Set sourcing strategies and bidder lists and lead techno-procurement negotiations on major centralised acquisitions.
- Endorse tender strategies, bid evaluations, awards and variations through the Tender Board, and direct contract award, administration and close-out.
- Protect procurement value and compliance under the DoA and Group Procurement Policy, reducing third-party spend and improving policies and procedures.
- Oversee contract execution with Legal, disputes and contractor performance, and centralise contracts nearing closure with Group Companies.
- Develop the team and successors, raise service quality.
Tendering And Contract Management
- Lead high-value tender reviews, bidder lists, awards and negotiations for centralised commodities, endorsing tender strategy, award recommendations and variation orders to management.
- Ensure timely, compliant Tender Board submissions and direct pre- and post-commitment procurement activity so services are received on time.
- Ensure contracts are properly drafted and executed with Legal, in line with current government regulations, and partner with Group Companies to centralise contracts nearing closure.
The Ideal Candidate
To be considered for this exciting leadership opportunity, candidates should bring deep expertise in strategic sourcing and contracts management across the full tender lifecycle — from bidder list and tender strategy through techno-procurement negotiation, award and close-out — combined with the procurement judgement to safeguard ADNOC's interests under the Group Procurement Policy and Tender Board framework, and the presence to influence senior stakeholders across Directorates, Group Companies and international contractors.
- A Bachelor's degree in Business, Supply Chain Management, Engineering or an equivalent discipline.
- 18+ years in procurement management within a large Oil & Gas organisation, including a minimum of 10 years at progressively senior managerial level.
- A proven leader of large professional teams, with the credibility to influence SVPs, Group Company executives and international vendor leadership.
- Deep technical strength across contracts management, strategic sourcing, supplier negotiation, procurement risk and compliance — with accredited certification (CIPS Level 4 or above) held or in progress.
- The judgement to reconcile diverse stakeholder views and resolve complex procurement disputes, underpinned by impeccable ethical standards.
