Job Description
Parsons is looking for an amazingly talented
Utilities Engineer
to join our team!
In this role you will
get to work as part of the consultant's supervision and design team on a major road and infrastructure project in Dubai, coordinating the design, diversion, protection, and installation of all wet and dry utilities in compliance with Dubai authority requirements (RTA, DEWA, Etisalat/du, Empower, DM, and others)
.
What You'Ll Be Doing
- Reports to the Resident Engineer closely with the design team leader, discipline leads, and the Client's representative.
- Review, coordinate, and approve utility designs (existing, proposed, and diverted) for water, sewerage, irrigation, storm water, electrical, telecom, district cooling, and gas networks.
- Conduct site investigations and verify utility records against as-built drawings and trial pit information; resolve clashes through 3D coordination.
- Liaise with all Dubai service authorities (DEWA, Etisalat, du, Empower, DM Sewerage & Drainage, RTA, Dubai Civil Defense) to obtain NOCs, approvals, and design clearances.
- Supervise contractor activities related to utility diversions, protection works, shutdowns, and new installations; ensure compliance with authority specifications and project drawings.
- Review and approve contractor submittals including method statements, shop drawings, material approvals, and as-built documentation.
- Witness testing and commissioning of utility networks (pressure tests, CCTV surveys, cable testing, etc.) and verify compliance with authority handover requirements.
- Prepare technical reports, progress updates, RFIs, and variation assessments for the Engineer and Client.
- Coordinate with roads, structures, traffic, and landscape disciplines to ensure utility works align with the overall project program.
- Identify risks related to live services, propose mitigation measures, and ensure HSE compliance during excavation near existing utilities.
What Required Skills You'Ll Bring
- Bachelor’s degree in civil from a recognized university.
- Minimum 10–12 years of utilities engineering experience, with at least 4–5 years in the UAE (Dubai experience strongly preferred).
- Proven track record on major roads/infrastructure projects under RTA or similar authorities.
- Working knowledge of DEWA, Etisalat, du, Empower, and DM design and installation standards.
- Reasonable knowledge in AutoCAD, Civil 3D, and MS Office.
- Strong knowledge of utility design codes, materials, and installation methods in the UAE.
- Excellent coordination and stakeholder management skills across authorities, contractors, and design teams.
- Effective technical report writing and communication in English (Arabic is a plus).
What Desired Skills You'Ll Bring
- Society of Engineers UAE (SOE) membership; chartered status (CEng, PE) is an advantage.
- Familiarity with BIM for clash detection is preferred.
- Ability to work under pressure on multi-disciplinary, fast-track projects.
