General Statement of Duties
- Plans, administers, and manages a team of personal property, business personal property, and/or real estate delinquent tax collectors for the Treasury Division of the Department of Finance; manages day-to-day operations and oversees assigned personnel performance and development; oversees a broad range of financial functions related to the comprehensive operations of County debt issuance and payment collections; performs other duties as assigned.

- Expert working knowledge of the principles, theories, and practices of finance management; expert working knowledge of associated laws and policies in assigned operations; extensive working knowledge of administrative management practices; excellent professional communication skills; ability to supervise effectively and manage task delegation and planning responsibilities; ability to establish and maintain productive and harmonious working relationships with the public, employees, County departments, and elected officials; good research and analytical skills.
- Excellent computer skills with the demonstrated ability to proficiently use typical business software, proprietary systems, and applications to complete assigned tasks and manage assigned personnel.
- Excellent written and oral skills with the ability to communicate clearly and accurately, both verbally and in writing, with the County's diverse citizen populations using non-technical language to provide excellent customer service and accurately explain County policies and programs.
- Ability to understand and follow complex instructions, general guidance, policies, and data, including County, state, and federal regulations; makes sound decisions independently; delegates work to personnel based on capability and development potential; excellent organization skills with the demonstrated ability to plan and execute assigned work effectively to successfully complete assigned tasks in associated program area; ability to plan, organize, and conduct meetings or training sessions.
- Supervisory.
- Works in an office setting; may work in various locations based on assigned duties, such as cross training.
- Visual and hearing acuity sufficient to interact accurately with a diverse audience of citizens. Physical ability sufficient to perform assigned duties in an office environment and at various other duty-related locations as needed.
- Managing assigned Treasury operations and supervising Treasury staff.
- Collaborating with Finance leadership, Finance IT, financial institutions, and other stakeholders to support tax billing, payment processing, and customer service operations.
- Researching and resolving complex taxpayer issues; overseeing tax payment processing, billing support, contact center operations, and adjustment/disbursement workflows.
- Forecasting workload and operational volume to optimize resources; preparing, monitoring, and presenting key performance indicators (KPIs), operational reports, and section performance metrics.
- Developing, maintaining, and improving operational policies, procedures, internal controls, and audit practices.
- Ensuring compliance with applicable County policies, local, state, and federal laws, Payment Card Industry (PCI) standards, and Generally Accepted Accounting Principles (GAAP).
- Participating in projects involving Treasury applications, payment platforms, billing, printing, and mailing processes.
- Driving continuous process improvements to enhance operational efficiency and customer service; and performing other related duties as assigned.

The expected hiring range will be at the lower end of the listed pay scale.

Minimum Requirements
- Four (4) year degree in accounting, business administration, or a related field plus five (5) years of related experience in treasury operations, banking, customer service, accounting or a related field, one (1) of which must have been in a supervisory capacity; OR, Any equivalent combination of education and experience which provides the necessary knowledge, skills, and abilities.
