- Shape service offerings, approaches, and intellectual property across public sector strategy, operating model design, organisational restructuring, and transformation delivery
- Mentor, develop, and retain senior and mid level consultants
- Work collaboratively across Jacobs Advisory and the wider Jacobs business
- Contribute to thought leadership, market engagement, and strategic pursuits
- Lead complex client engagements, personally leading strategy and transformation programmes
- Engage directly with senior client stakeholders, including Director Generals, executives, board members
- Facilitate executive level discussions and guide clients through ambiguity and change
- Build long term trusted relationships with senior clients and support major pursuits
Requirements
- 20+ years experience in strategy, transformation, or management consulting
- Significant exposure to public sector, infrastructure, utilities, or regulated environments
- Strong track record leading large scale Strategy and Transformation Programmes
- Demonstrated experience designing and implementing target operating models, organizational structures, and performance frameworks
- Proven ability to engage and influence senior executives and public sector leaders
- Experience growing teams, mentoring senior professionals, and shaping advisory capabilities
- Excellent communication, facilitation, and leadership skills
- Degree in a relevant discipline (strategy, engineering, management, public policy, or similar)

Role Purpose
- The Strategy & Transformation Lead will grow and shape Jacobs Advisory’s Strategy & Transformation capability in the Middle East.
- Act as lead advisor and engagement head on major transformation assignments.
- Partner with senior government and private sector leaders to define direction and deliver lasting organisational change.
- Develop people, methods, and market presence to support long term regional growth.
Key Responsibilities
- Play a leading role in maturing and scaling an existing Strategy & Transformation capability.
- Shape service offerings, approaches, and intellectual property across public sector and infrastructure strategy, target operating model design, organisational restructuring, transformation delivery, and change management.
- Mentor, develop, and retain senior and mid level consultants.
- Work collaboratively across Jacobs Advisory and the wider Jacobs business.
- Contribute to thought leadership, market engagement, and strategic pursuits.
- Act as lead engagement partner for major, complex assignments for government, municipal, infrastructure, and regulated sector clients.
- Personally lead strategy and transformation programmes spanning enterprise and sector strategies, target operating models, organisational design, service delivery improvement, capability frameworks, and large scale change.
- Engage directly with senior client stakeholders, including Director Generals, executives, board members, and senior officials.
- Facilitate executive level discussions and guide clients through ambiguity and change.
- Ensure engagements deliver practical, implementable outcomes.
- Build long term trusted relationships with senior clients across government and the private sector.
- Lead or support major pursuits and represent Jacobs Advisory in high level client forums and industry events.
Here's what you'll need
- 20+ years experience in strategy, transformation, or management consulting, with significant exposure to public sector, infrastructure, utilities, or regulated environments.
- Strong track record leading large scale Strategy and Transformation Programmes.
- Demonstrated experience designing and implementing target operating models, organizational and governance structures, and performance and capability frameworks.
- Proven ability to engage and influence senior executives and public sector leaders.
- Experience growing teams, mentoring senior professionals, and shaping advisory capabilities.
- Excellent communication, facilitation, and leadership skills.
- A degree in a relevant discipline (strategy, engineering, management, public policy, or similar) is expected.
