Position Summary

Construction Leadership and Contractor Management

• Monitor and manage contractors to ensure safe, efficient delivery in line with project, contractual, quality, and regulatory requirements.
• Review construction methodologies, work plans, sequencing strategies, resource deployment, schedules, risks, and recovery plans.
• Lead oversight teams and resolve critical construction interfaces affecting project delivery.

Technical Assurance

• Provide expert guidance on tunnelling methodologies and underground construction techniques.
• Review proposals for TBM excavation, NATM/SEM/VMT tunnelling, drill and blast, shafts, caverns, ground support, dewatering, and temporary or permanent support systems.
• Assess geotechnical risks and recommend mitigation measures.

HSE and Performance

• Promote and enforce a Safety First culture and oversee contractor compliance with HSE requirements and international best practices.
• Participate in audits, inspections, safety walks, incident reviews, and corrective actions.
• Monitor progress, schedule risks, critical path delays, recovery programmes, and acceleration strategies.

Commercial and Stakeholder Support

• Support evaluation of claims, variations, extension of time requests, change orders, contractor entitlements, and dispute avoidance activities.
• Act as the construction interface among the Client, PMC team, contractors, designers, and authorities.
• Present construction performance, risks, mitigation plans, and recommendations to stakeholders.

Quality and Compliance

• Ensure compliance with approved designs, specifications, codes, and standards.
• Lead quality audits and construction readiness reviews and monitor inspection and test plans and quality control processes.
• Ensure lessons learned and continuous improvement initiatives are implemented.

Qualifications and Experience

• Bachelor's degree in Civil Engineering or a related discipline.
• Master's degree in Engineering, Construction Management, or Project Management preferred.
• Professional Engineer certification such as PE, CEng, or equivalent preferred.
• Project Management certification such as PMP or equivalent desirable.
• Minimum 20 years of experience in major infrastructure construction projects.
• Minimum 15 years of experience in tunnelling and underground works.
• Proven PMC or client-side leadership experience on mega projects.
• Demonstrated success managing projects exceeding USD 1 billion.
