Specialist Procurement Engineer
The Specialist Procurement Engineer will report to the Procurement Manager.This role will support the development of integrated procurement-related plans and procedures aligned with organizational strategies. The position is responsible for managing and controlling procurement processes and execution within PTS projects, providing expertise to help achieve organizational goals and objectives.The Specialist Procurement Engineer will also monitor and control the CONTRACTOR’s procurement and subcontracting activities to ensure they are performed in a timely and quality manner, in accordance with the AGREEMENT and approved procedural requirements.
Accountabilities & Responsibilities
- The roles and responsibilities of the Specialist Procurement Engineer include, but are not limited to, the following:
- Prepare internal procurement-related plans and procedures, as required.
- Ensure that the CONTRACTOR develops and submits project-related procurement and subcontracting plans and procedures in accordance with the AGREEMENT. This includes, but is not limited to:
- + Procurement Plan
- + Purchasing Procedure
+ Site Material Management Procedure
- Review and approve the CONTRACTOR’s procurement and subcontracting-related plans and procedures.
- Review the CONTRACTOR’s procurement organization chart and ensure adequate and sufficient resources are assigned to support the proper functioning of the Procurement Department, including:
- + Purchasing
- + Expediting
- + Inspection
- + Shipping
- + Spare Parts teams
- Monitor and ensure that the CONTRACTOR complies with its obligations under the AGREEMENT with respect to procurement and subcontracting.
- Ensure procurement and subcontracting activities align with AGREEMENT requirements and project timelines, including:
- + Issuance of plans and procedures
- + Enquiries
+ Technical Bid Evaluations (TBE)
- + Award Recommendations
- + Purchase Orders and Subcontracts
- + Expediting, inspection, and shipping activities
- + Duty exemption requests
- + Progress reports
- Monitor and ensure the CONTRACTOR maintains and submits updated procurement reports, including:
+ Spare Parts Status Report
- Review and process, in a timely manner:
+ Technical Bid Evaluations
+ Award Recommendations
+ Duty Exemption Requests
- + Letters of Assistance
- + Other procurement-related documentation
- Prepare and process company position papers, analysis, approvals, records, and control documents related to procurement and subcontracting.
- Collaborate with cross-functional teams, including:
- + Engineering
- + Construction
- + Project Control
- + Project Management
- + Other stakeholders to achieve common project and organizational goals.
- Develop and maintain internal status reports for procurement and subcontracting activities.
- Provide recommendations and improvements on procurement and subcontract-related matters in the best interest of the COMPANY.
- Contribute to achieving project schedule targets by ensuring timely review and approval of CONTRACTOR documents.
- Monitor and control post–order placement activities, including expediting and shipping.
- Identify procurement-related risks, inform management, and propose mitigation strategies and execution plans.
- Provide regular updates on procurement status.
- Work closely with the CONTRACTOR’s procurement team on a daily basis to ensure effective communication with the COMPANY on all procurement-related matters.
Minimum Qualification
- 4 years Engineering Degree.
- Very good command of English language – spoken & written.
Minimum Experience, Knowledge & Skills
- Minimum 15 years of work experience with large EPC project.
- 5+ years of GCC / ADNOC experience is preferred.
- Minimum 5+ years of work experience with large EPC projects,
- Experience in working on large and mega projects with international and multicultural teams; experience in Petrochemical and Oil & Gas industries will be an advantage.
- Very good knowledge of all procurement-related aspects.
- Ability to independently execute all procurement tasks and responsibilities.
- Ability to quickly process procurement-related tasks.
- Ability to guide, lead, and advise on procurement-related matters.
- Task-driven individual, capable of effectively interacting with Client, PMC, and EPC teams.
- Very good communication and interpersonal skills.
- Proven ability to work as an effective team player.
- Bachelor’s degree in relevant engineering disciplines, including but not limited to: Mechanical, Electrical, Civil, Environmental, Chemical, Computer Software, Electronic, Marine, ship captain Or equivalent qualification from an accredited university.
- Minimum fifteen (15+) years of relevant experience in the Oil & Gas or Petrochemical industry.
- Minimum five (5) years of experience in a similar position on mega Oil & Gas or Petrochemical projects.
