About the Role
General Civil Aviation Authority (GCAA) is seeking a Contracts Specialist to develop, review, and finalize RFP documents, manage bidding processes, negotiate contracts, and ensure compliance with policies and regulations.

Responsibilities
- Develop, review, and finalize RFPs documents in coordination with business units
- Respond to vendor queries regarding RFP documents
- Identify and mitigate GCAA risk exposure through contract evaluation and negotiation
- Ensure all contracts comply with GCAA policies and federal government regulations
- Monitor and implement the bidding process to ensure effectiveness and transparency
- Develop and comply with standards for contracts in conjunction with legal department
- Assess vendor performance and identify need for contract amendments
- Research regulations to ensure contracts are updated and compliant
- Coordinate with clients to ensure contract terms are fulfilled
- Serve as primary contact during contract negotiations with vendors
- Manage variation and termination processes
- Review and assess claims with support of Legal department
Requirements
- Experience in contract development, review, and negotiation
- Knowledge of procurement processes and RFP management
- Understanding of legal and regulatory compliance in contracting
- Ability to assess vendor performance and manage contract amendments

Responsibilities
- Develop, review, and finalize RFPs documents in coordination with the concerned business units.
- Respond to vendors queries with regards to RFP document in consultation with the concerned business units.
- Identify and mitigate GCAA risk exposure through contract evaluation and negotiation.
- Ensure that all contracts are comply with GCAA policies and procedures, as well as, federal government regulations and interests.
- Monitor and implement the bidding process in order to ensure the process is effective, transparent and properly governed.
- Develop and review RFPs documents in coordination with the concerned business units.
- Develop and comply with standards for contracts in conjunction with legal department.
- Ensure accuracy and appropriateness of contract text and ensure adequacy and completeness of the technical terms.
- Develops, implements and manages contracts and service level agreements for the procurement of goods, services and leases.
- Assess the vendor performance to identify the need for amendments of existing contracts.
- Research regulations to guarantee contracts are updated and in compliance with laws.
- Coordinate with clients to guarantee terms of contracts are fulfilled in compliance with the contract terms and regulations.
