About the Role
SNC-Lavalin Fayez Engineering is seeking a Senior Advisor for Enterprise Service Delivery to provide strategic direction across the enterprise services portfolio in Doha. Responsibilities
- Provide strategic direction across the enterprise services portfolio, ensuring effective integration of execution, procurement, commercial, governance, and service delivery frameworks
- Evaluate the effectiveness of enterprise services and recommend improvements based on international best practices
- Lead benchmarking exercises and gap analyses to identify areas for improvement in service delivery
- Promote a culture of innovation, agility, and excellence in service management across departments
- Provide independent technical and strategic advice on enterprise level projects and programs
- Review and evaluate business cases, project charters, and feasibility studies
- Advise on procurement and contracting strategies for projects related to service delivery
- Act as an escalation point for critical delivery challenges
- Review and validate the adequacy of program reporting frameworks, dashboards, and KPIs
- Participate in working groups and review panels, providing subject matter expertise
- Advise on the integration of asset management, digital transformation, and enterprise systems
- Administer and oversee procurement processes, including specification development, solicitation documentation, coordination of bid meetings, amendments, and commercial negotiations
Requirements
- University degree from a recognised University in Construction Management, Project Management, Commercial Management or equivalent
- Chartered status or Professional License from internationally recognized professional institutions or organizations
- Minimum of 20 years postgraduate experience with experience in major infrastructure projects or programmes
- 10 years in similar position
- 5 years in Qatar and/or the Gulf region
- Advanced written and verbal communication skills in English
- Sound Knowledge of contract management and of different contract forms, e.g. FIDIC and Extension of Time Claim analysis
- Solid understanding of Laws & Regulations in Qatar
- Advanced written and verbal communication skills in Arabic
- Master's degree in a relevant field (desirable)

Overview
- Senior Advisor –Enterprise Service Delivery will provide strategic direction across the enterprise services portfolio, ensuring seamless integration of service delivery frameworks.
Your role
- Provide strategic direction across the enterprise services portfolio, ensuring effective integration of execution, procurement, commercial, governance, and service delivery frameworks.
- Evaluate the effectiveness of enterprise services and recommend improvements based on international best practices.
- Lead benchmarking exercises and gap analyses to identify areas for improvement in service delivery.
- Promote a culture of innovation, agility, and excellence in service management across departments.
- Provide independent technical and strategic advice on enterprise level projects and programs, ensuring they are aligned with organisational objectives, service standards, and national development priorities.
- Review and evaluate business cases, project charters, and feasibility studies, advising on strategic fit, risk exposure, and value for money considerations.
- Advise on procurement and contracting strategies for projects related to service delivery, ensuring alignment with governance, compliance, and efficiency principles.
- Act as an escalation point for critical delivery challenges, providing solutions and recommendations to overcome delays, cost overruns, or quality shortfalls.
- Review and validate the adequacy of program reporting frameworks, dashboards, and KPIs to ensure transparency and accountability.
- Participate in working groups and review panels, providing subject matter expertise to inform high level decisions.
- Advise on the integration of asset management, digital transformation, and enterprise systems into program delivery to enhance efficiency and sustainability.
- Ensure lessons learned from previous projects are captured, analysed, and embedded into future service delivery initiatives.
About you
- University degree from a recognised University in an appropriate field such as, Construction Management, Project Management, Commercial Management or equivalent.
- Chartered status or Professional License from internationally recognized professional institutions or organizations.
- Minimum of 20 years postgraduate experience with experience in major infrastructure projects or programmes.
- Preference will be given to roads, aviation, structures or rail related experience, 10 years in similar position, and 5 years in Qatar and / or the Gulf region.
- Advanced written and verbal communication skills in English.
- Sound Knowledge of contract management and of different contract forms, e.g. FIDIC and Extension of Time Claim analysis
- Solid understanding of Laws & Regulations in Qatar.
- Advanced written and verbal communication skills in Arabic.
- Master's degree in a relevant field.

- A 'rounded profile', comfortable with planning, analysis and managing process and commercial considerations; the successful candidate will also be able to mobilise people and teams and by their leadership skills lead teams and secure successful deliverables.
- Effective in building good working relationships within complex structures, both internally and with various project stakeholders.
- Leadership of complex projects and programme.
- In depth knowledge of project execution and commercial procedures.
- Ability to make impartial priority calls and determine appropriate course of action, dealing with many different stakeholder views.
- The ability to think creatively and exercise sound judgement based on analysis of risk.
- Ability to work in multicultural environment and promote collaboration.
- Ability to apply sound judgement, to think laterally and innovatively, and identify new solutions or ways of working to achieve same end goal.
