About the Role
The Roads and Transport Authority (RTA) in Dubai seeks a Senior Specialist for Safety Certification & Regulation to develop and implement railway safety regulations and certification frameworks.

Responsibilities
- Perform the assessment of Independent Safety Assessors Application and draft ISA permits in compliance with approved legislations and processes
- Maintain records of all assessments and recommendations for safety certification and regulation enforcement
- Attend railway safety critical incidents (accidents, emergency, crisis, major service disruptions, special events etc.) as per management directions and provide technical feedback for improvement and/or enforcement
- Follow up on activities related to Memorandum of Understanding (MoU) with organizations that would technically advise/support RTA in improving the railway safety certification and regulation framework
- Ensure that the SRA requirements are communicated, understood and effectively implemented
- Review safety certification applications and give necessary feedback to the section manager and prepare safety certificates in line with approved legislations and processes
- Ensure established systems, processes, procedures and execution of activities fully comply with prevailing Dubai Railway regulations, laws and decrees
- Perform safety regulation inspections on railway systems and their operators (on and off site) in the Emirate of Dubai to ensure they comply with the safety certificates and approved laws
- Monitor activities in the field and ensure that findings associated are technically adequate and failures to satisfy requirements are fully documented for effective enforcement action
- Support the Judicial Authority role in relation to the Safety Regulation Authority functions as per applicable laws and suggest regulatory actions against those who violate them
- Maintain Registers for Certification and Regulation for Dubai Railway Systems Duty Holders
- Support the planning and scheduling for the internal SRPD / audit system
Requirements
- Bachelor's degree in engineering/science discipline such as Civil, Mechanical, Electrical, Electronic, Computer Science, from a recognized University
- 8 years of relevant working experience
- Knowledge of EN 50126, EN 50128, EN 50129 standards
- Experience in railway certification and regulation
- Knowledge of RAMS (Reliability, Availability, Maintainability and Safety)
- Experience in risk management maturity models
