About the Role

Responsibilities
- Lead pre contract cost management responsibilities from concept through to contract award
- Prepare feasibility studies, order of magnitude estimates, and detailed cost plans at all design stages
- Prepare and submit cost plan reports at each design stage clearly presenting cost movements, assumptions, exclusions, and risk allowances
- Develop and maintain cost databases and benchmarking data with understanding of GCC market rates
- Produce Bills of Quantities, pricing documents, and schedules of rates in accordance with standard methods of measurement
- Advise clients on procurement strategy and contract selection
- Prepare tender documentation, manage the tender process end to end, and lead pre qualification of contractors
- Evaluate tender submissions, conduct commercial negotiations, and prepare detailed tender reports
- Drive value engineering and cost optimisation exercises with design teams
- Undertake cost in use and whole life cycle costing studies
- Identify, assess, and advise on commercial and financial risks
- Support the drafting and finalisation of contract documents
Requirements
- Degree qualified in Quantity Surveying, Commercial Management, or similar discipline
- Professionally qualified (MRICS or similar) or actively working towards chartered status
- Minimum 7–10 years' experience in similar roles with strong pre contract focus
- Prior UAE / GCC experience is essential
- Demonstrated competency in cost planning and estimating with knowledge of GCC market rates
- Proven experience preparing and presenting stage cost plans and cost reports
- Good knowledge of construction industry technical matters including procurement routes, value management, and value engineering
- Excellent commercial negotiation, analytical, and report writing skills
