Job Purpose

The Senior Quantity Surveyor is responsible for the end-to-end commercial and contractual management of landscaping and infrastructure projects, covering both pre-contract and post-contract stages from tendering and project award through execution, commercial close-out, and final handover.

The role ensures effective cost planning, procurement, contract administration, change management, claims management, financial reporting, and final account settlement while maximizing project profitability and protecting the company's commercial interests.

Tendering & Estimation

  • Review tender documents, drawings, specifications, BOQs, and contractual requirements.
  • Perform quantity take-offs and measurement in accordance with project requirements.
  • Prepare detailed cost estimates, pricing schedules, and tender submissions.
  • Obtain and evaluate quotations from subcontractors and suppliers.
  • Conduct commercial and technical bid evaluations.
  • Identify commercial, contractual, and financial risks during the tender stage.
  • Prepare tender clarifications, qualifications, and value engineering proposals.
  • Participate in tender negotiations and post-tender meetings.
  • Assist in preparing project budgets and cost plans upon award.

Procurement & Subcontracting

  • Develop procurement and subcontracting strategies.
  • Prepare tender packages and scope of works for subcontractors.
  • Evaluate subcontractor proposals and prepare comparison reports.
  • Participate in subcontract negotiations and award recommendations.
  • Prepare subcontract agreements and contractual documentation.

Commercial Management

  • Manage all commercial aspects of assigned landscaping and infrastructure projects.
  • Monitor project costs, commitments, budgets, forecasts, and cash flow.
  • Prepare monthly Cost Value Reconciliations (CVR), Cost-to-Complete (CTC), and commercial reports.
  • Monitor project profitability and recommend corrective actions where required.
  • Ensure compliance with company commercial procedures and project controls.

Contract Administration

  • Review and administer contracts in accordance with project requirements and FIDIC provisions.
  • Manage contractual correspondence, notices, and commercial records.
  • Advise project teams on contractual obligations, entitlements, and risks.
  • Ensure contractual rights are protected and obligations are fulfilled.

Valuation & Payment Applications

  • Prepare and submit monthly client payment applications.
  • Review and certify subcontractor payment applications and payment certificates.
  • Monitor certification and collection of payments.
  • Resolve valuation-related issues with clients, consultants, and subcontractors.

Variations & Claims Management

  • Identify, prepare, evaluate, and negotiate variations and change orders.
  • Prepare detailed substantiation for contractual claims, including prolongation costs, disruption, and additional works.
  • Manage extension of time (EOT) claims in coordination with planning teams.
  • Negotiate and secure approvals for variations and claims.
  • Maintain variation and claims registers throughout the project lifecycle.

Cost Control & Reporting

  • Track actual costs against approved budgets.
  • Identify commercial risks and opportunities.
  • Prepare regular cost forecasts and financial performance reports.
  • Recommend mitigation strategies for cost overruns and commercial risks.
  • Support management with commercial insights and decision-making.

Subcontract Administration

  • Manage subcontractor agreements, valuations, variations, claims, and final accounts.
  • Ensure subcontractors comply with contractual obligations.
  • Assess subcontractor performance from a commercial perspective.
  • Resolve commercial disputes and account settlement issues.

Final Accounts & Project Close-Out

  • Prepare and negotiate final accounts with clients and subcontractors.
  • Ensure all contractual obligations are fulfilled before project closure.
  • Manage commercial close-out and financial reconciliation of projects.
  • Support project handover and close-out documentation.
  • Ensure recovery of all outstanding payments and claims.

Stakeholder Management

  • Liaise with clients, consultants, project managers, engineers, subcontractors, and suppliers.
  • Attend commercial, progress, and contractual meetings.
  • Build strong relationships with stakeholders to facilitate successful project delivery.

Leadership & Team Development

  • Mentor and supervise Quantity Surveyors and junior commercial staff.
  • Review commercial deliverables prepared by the project QS team.
  • Support continuous improvement initiatives within the commercial function.

Education

  • Bachelor's Degree in Quantity Surveying, Civil Engineering, Construction Management, or a related field.

Experience

  • 8–12+ years of Quantity Surveying experience within the construction industry.
  • Strong experience in landscaping, irrigation, hardscape, softscape, roads, utilities, public realm, and infrastructure projects.
  • Proven experience managing projects from tender stage through final account settlement.
  • Extensive UAE/GCC experience preferred.
  • Strong working knowledge of FIDIC contracts and contract administration.

Preferred Qualifications

  • MRICS, AIQS, CIOB, or equivalent professional membership.
  • Experience with ERP systems and commercial management software.
  • Experience managing multiple projects simultaneously within a contracting environment.
