Senior Port Master Planner

Position Summary

Port Master Planning

• Prepare and review master plans for container, general cargo, bulk, Ro-Ro, ferry, industrial, logistics, offshore, and marine service facilities.
• Develop marine and landside layouts covering channels, breakwaters, basins, berths, yards, roads, rail, gates, warehouses, utilities, and support areas.
• Create development strategies, phased implementation plans, and safeguarded expansion areas.

Marine Planning

• Define requirements for navigation channels, harbour entrances, turning areas, anchorages, berth pockets, tug and pilot facilities, and navigation aids.
• Define design vessel fleets and future vessel requirements.
• Coordinate with navigation simulation, metocean, coastal engineering, dredging, and marine infrastructure specialists.
• Review navigation simulation studies and incorporate findings into master plans.

Terminal Planning

• Develop terminal concepts based on cargo type, throughput, vessel characteristics, operating philosophy, and available land.
• Evaluate terminal configurations and cargo-handling systems such as cranes, automated stacking, reach stackers, tractors, conveyors, and bulk-handling systems.
• Develop yard configurations, circulation, operational zoning, equipment interfaces, and future automation requirements.

Deliverables

• Prepare or contribute to master plans, terminal planning reports, development strategy reports, feasibility studies, capacity assessments, and demand models.
• Produce operational concepts, layouts, phasing plans, infrastructure requirements, vessel assessments, CAPEX inputs, option matrices, presentations, and tender documentation.

Qualifications and Experience

• A bachelor’s degree in Civil Engineering, Transport Planning, Maritime Engineering, Port Management, Logistics, or a related discipline is required.
• A master’s degree in Port Planning, Maritime Engineering, Transport Planning, Logistics, Maritime Economics, or a related discipline is advantageous.
• A chartered engineering, transport planning, or equivalent professional qualification is desirable.
• The role typically requires 10–15+ years of relevant experience.
• Experience preparing master plans for major ports or marine terminals is required.
• Strong understanding of marine-side and landside port operations is required.
• Experience with multiple cargo sectors, international stakeholders, or GCC port planning is advantageous.

Technical Knowledge

• Strong knowledge is expected across several areas including port master planning, terminal planning, capacity analysis, port operations, vessel characteristics, marine access, cargo handling, yard planning, logistics, development phasing, CAPEX, and development economics.
• Familiarity with PIANC, UNCTAD, IMO, IAPH, BS/Eurocodes, and applicable national or port authority requirements is desirable.
