1. Role Purpose

The Senior Strategic Projects Expert is responsible for supporting senior management in leading, evaluating, and managing major sports initiatives with high strategic impact.

The role ensures alignment with the organization’s vision and five-year growth strategy by transforming data and advanced analytics into actionable execution plans, managing risks, and enhancing institutional sustainability.

Strategic Decision Support

  • Evaluate the feasibility of strategic projects prior to approval.
  • Utilize advanced decision-analysis tools (cost-benefit analysis, decision matrices, strategic forecasting).
  • Oversee the full project lifecycle from concept development to closure.
  • Ensure initiatives align with long-term organizational strategies.

Stakeholder Management & Executive Communication

  • Act as a key liaison with government entities and strategic partners.
  • Present strategic plans and analyses to committees and boards in a professional, data-driven manner.
  • Align project objectives with stakeholder expectations and manage institutional sensitivities related to large-scale initiatives.

Data-Driven Strategic Planning

  • Analyze data sets to identify trends, challenges, and opportunities.
  • Develop customized strategic plans for the sports sector and major events.
  • Design Key Performance Indicators (KPIs) to measure initiative impact.
  • Leverage lessons learned from previous projects to enhance future performance efficiency.

Risk Analysis & Five-Year Strategic Outlook

  • Conduct comprehensive risk assessments (financial, operational, regulatory, and reputational).
  • Develop a five-year strategic roadmap with clear milestones and measurable performance indicators.
  • Incorporate global best practices to ensure project sustainability.
  • Develop contingency plans to address potential economic or sector-related challenges.

3. Qualifications & Experience

  • Minimum of 10 years of leadership experience managing large-scale, high-budget strategic projects.
  • Proven track record in the sports sector or major events (sports facilities development, international tournaments, sports infrastructure projects).
  • Demonstrated ability to balance long-term strategic thinking with effective day-to-day operations management.
  • Strong expertise in data analysis and supporting major investment decisions.
  • Strong executive presence with the ability to engage senior leadership and decision-makers effectively.

4. Expected Deliverables

  • Comprehensive strategic feasibility report.
  • Strategic risk management framework.
  • Five-year execution roadmap.
  • Periodic reports and executive presentations to senior management and relevant committees.

5. Contracting Model & Engagement Structure

Based on the existing contractual framework between the parties, the expert will be provided under an

Outsourcing Services

  • model in accordance with the current approved contract.
  • This ensures operational flexibility, rapid mobilization, and performance management through clearly defined deliverables.
  • Should the entity prefer a direct-hire model outside the scope of the current contract, a separate commercial proposal outlining the financial and contractual terms can be provided.
  • At this stage, the outsourcing model represents a strategic option that enables:
  • Flexible engagement and service termination based on project scope.
  • Reduced long-term employment liabilities.
  • Fast access to specialized expertise without lengthy recruitment processes.
  • Performance and deliverables linked to measurable outcomes.

6. Contractual Package Flexibility

  • Compensation is open and based on the candidate’s experience, competency, and added value to the project.
  • No nationality restrictions; both local and international candidates with proven expertise in large-scale project management are welcome.
  • Contract duration is a minimum of one year, renewable based on performance evaluation and project requirements.
