Senior Manager - Project Controls (Commercial & Financial)

Role Overview

Key Responsibilities

• Lead cost management, budgeting, forecasting, and financial performance reporting across the assigned portfolio.
• Establish and maintain cost baselines, budgets, contingencies, and funding allocations.
• Develop and manage Earned Value Management systems and reporting.
• Monitor cost performance indices, productivity metrics, cash flow forecasts, and financial KPIs.
• Provide monthly and executive-level cost, commercial, and financial reports.
• Lead commercial reporting and support contract administration teams.
• Review contractor applications, change requests, variation orders, and commercial claims.
• Partner with Finance, Procurement, and Commercial teams on project financial reporting.
• Analyze budget variances and develop mitigation and recovery actions.
• Provide financial scenario planning and trend analysis for strategic decisions.
• Ensure compliance with cost control, budget approval, delegated authority, and financial reporting governance.
• Support business case evaluations, investment reviews, and funding approvals.

Additional Delivery Activities

• Challenge contractor cost data and validate financial reporting accuracy.
• Develop dashboards and automated reporting solutions through Power BI and enterprise systems.

Key Deliverables

Requirements

• A bachelor’s degree and/or postgraduate qualification in Engineering, Architecture, Construction Management, Business Management, or a relevant field.
• 10 to 15 years of relevant project controls experience with leadership and technical expertise across complex tasks and multidisciplinary projects.
• Regional experience is preferred.
• In-depth knowledge of project controls in major construction environments.
• Proficiency with enterprise-level management software such as PRISM, Primavera P6, Aconex, ARM, Power BI, or similar systems.
• Significant experience developing, implementing, and managing business systems, policies, and procedures.
• Strong communication skills for articulating technical direction to senior stakeholders.
• Analytical and thorough problem-solving ability.
• Ability to connect people and issues and drive a quick response.
