Responsibilities
- Develop, implement, and maintain HSE policies, procedures, and systems in line with UAE laws and international standards
- Ensure compliance with Municipality and authority requirements
- Conduct regular site inspections, audits, and risk assessments
- Prepare and submit HSE documentation, reports, and permits required by authorities
- Monitor daily site activities to ensure safe work practices are followed
- Identify hazards and implement corrective and preventive measures
- Conduct toolbox talks, safety inductions, and training sessions for staff and subcontractors
- Investigate accidents, incidents, and near misses; prepare reports and implement corrective actions
- Liaise with government authorities during inspections and audits
- Maintain HSE records including incident logs, training records, permits, and inspections
- Prepare weekly and monthly HSE reports for management
- Ensure proper implementation of method statements, risk assessments (RA), and HSE plans
Requirements
- Bachelor’s Degree or Diploma in Engineering, Occupational Health & Safety, or related field
- Professional certificates, NEBOSH Diploma and NEBOSH IGC are mandatory
- Minimum 10 years of HSE experience in the UAE, at least 2 in recognised main contracting companies
- Strong knowledge of UAE HSE laws, regulations, and authority requirements
- Experience dealing with local Municipality and other local authorities
- Excellent communication and reporting skills
- Ability to work independently and manage multiple sites

The Role
- Our Main Contracting Client has a new requirement for a number of well experienced Senior HSE Engineers to join their team in Dubai to work on high profile new build projects.
- Successful candidates will have a proven background as a Senior HSE Engineer working on high profile projects in the UAE and must have worked for recognised Main Contracting Companies in the capacity of Senior HSE Engineer previously.
- Previous experience of working on EMAAR projects would be advantageous.
- This role is available for immediate joining and is hiring on a temporary basis as an initial 3 6 month contract position, outsourced through J10 Consulting.
Key Responsibilities
- HSE Management & Compliance: Develop, implement, and maintain HSE policies, procedures, and systems in line with UAE laws and international standards.
- Ensure compliance with Municipality and authority requirements.
- Conduct regular site inspections, audits, and risk assessments.
- Prepare and submit HSE documentation, reports, and permits required by authorities.
- Site Safety & Operations: Monitor daily site activities to ensure safe work practices are followed.
- Identify hazards and implement corrective and preventive measures.

- Authority & Client Coordination: Liaise with government authorities during inspections and audits.
- Support management during authority visits and compliance reviews.
- Coordinate with clients, consultants, and contractors on HSE related matters.
- Documentation & Reporting: Maintain HSE records including incident logs, training records, permits, and inspections.
Requirements
- Senior HSE Engineer Experience:
- Bachelor’s Degree or Diploma in Engineering, Occupational Health & Safety, or related field.
- Professional certificates, NEBOSH Diploma and NEBOSH IGC are mandatory.
