JOB PURPOSE / OBJECTIVE

  • Execute category procurement strategy, conduct strategic sourcing, manage supplier relationships, negotiate framework agreements, and handle contract administration.

Key Accountabilities

  • Develop technical and commercial expertise in procurement category.
  • Handle claims and disputes, coordinate discrepancies in contracts.
  • Conduct category risk management and develop mitigation plans.
  • Build and update service masters.
  • Support monitoring and reporting of KPIs.
  • Be responsible for Enterprise Risk and Compliance process.
  • Train and assist category specialists.

Category Strategy Execution

  • Analyze internal and external factors for category management.
  • Assist in developing demand forecasts.
  • Provide market insights for long term forecasts.
  • Recommend levers to extract maximum value.
  • Execute category strategies as per annual plan.
  • Contribute to achieving KPIs in long term supply agreements.

Strategic Sourcing

  • Conduct sourcing projects including RFP preparation, negotiation, and contract management.
  • Develop supplier portfolios based on market research.
  • Manage high value tenders ensuring compliance.
  • Conduct supplier selection with stakeholders.
  • Develop contracts with legal support.
  • Develop negotiation strategies and conduct negotiations.
  • Integrate new suppliers and manage transition.
  • Monitor supply markets for sustainable benefits.

Supplier Management and Contracts Administration

  • Define base requirements and supplier qualification criteria.
  • Draft Supplier Relationship Management plans.
  • Conduct supplier relationship management.
  • Develop strategic relationships with suppliers.
  • Conduct vendor performance evaluation.
  • Maintain risk register and contractor performance data.
  • Facilitate communication between Q Chem and suppliers.
  • Coordinate discrepancies in contracts.
  • Lead discussion of claims and disputes.
  • Conduct Contracts Administration post award.

Qualifications & Experience

  • Bachelor's degree in Business Administration, Engineering, Supply Chain or related business degrees.
  • Preferred: Bachelor's in Engineering and/or post graduate qualification in Contract Management or Project Management.
  • Required: 5 7 years multi disciplinary experience, at least 3 years in Oil & Gas or Petrochemical industry in Procurement, with 2 3 years in Strategic procurement.
  • Preferred: 7 10 years multi disciplinary experience, 6 years in O&G/Petrochemicals at specialist/professional level in Strategic procurement.
  • Preferred: International certifications CIPS, CSCP, SCMA, ISM or other supply chain designations.
  • SAP (incl. SAP Ariba) and MS Office Applications.
  • Negotiation Skills, Strong Communication Skills, Conflict Management.
  • Languages: English proficient; Arabic working knowledge preferred.
