Responsibilities
- Oversee facility and building operations, ensuring sustainability, readiness, and efficient operation and maintenance
- Develop and approve operational plans and objectives for the Facilities and Buildings Section aligned with strategic plans
- Develop and approve policies and procedures to improve facilities and buildings
- Prepare and approve operational plans for outsourcing companies and service providers for maintenance, security, cleaning, and hospitality
- Prepare and follow up on the annual budget for the section and monitor expenditure
- Manage projects for development, rehabilitation, and expansion of buildings from needs identification to final handover
- Oversee preventive, periodic, and corrective maintenance programs for buildings and technical systems
- Manage contracts and agreements for facilities and technical services, including scope preparation and performance monitoring
- Ensure compliance with occupational health, safety, and environmental requirements
- Oversee operation and maintenance of facility infrastructure including electrical, water, HVAC, elevators, and lighting systems
- Develop and implement sustainability initiatives and resource efficiency programs
- Manage assets and facilities through registration, documentation, and periodic inventory
Requirements
- Bachelor's degree in Civil Engineering, Architectural Engineering, Facility Management, or equivalent
- Proficiency in Arabic and English (spoken and written)
- 10+ years of experience in a related field, including 3 years in a supervisory role
- 8+ years of experience if holding a master's or PhD or professional certifications in facility management, project management, business administration, engineering, or related field
- UAE Nationality required

Job Description
- الإشراف على عمليات المرافق والمنشآت والأصول المرتبطة بها وضمان استدامة , جاهزية المباني والبنية التحتية وكفاءة تشغيلها وصيانتها من خلال تطبيق أفضل الممارسات والمعايير الحكومية في إدارة المرافق والإشراف على المشاريع والخدمات المساندة وعقود التشغيل والصيانة، بما يضمن توفير بيئة عمل آمنة ومستدامة وفعال
المسؤوليات والواجبات القيادية الشؤون الاستراتيجية
- وضع و اعتماد الخطط والأهداف التشغيلية الخاصة بقسم بقسم المرافق والمنشآت بما يتماشى مع الخطط الاستراتيجية للإدارة وبما يتفق مع إجراءات و سياسات هيئة تنمية المجتمع.
- تطوير و اعتماد السياسات والإجراءات بهدف تحسين مرافق ومنشآت هيئة تنمية المجتمع بما يضمن توفير بيئة عمل آمنة ومستدامة.
- إعداد الخطط التشغيلية واعتمادها لشركات التعهيد وموفري خدمات الصيانة والحراسة والتنظيف والضيافة بهدف تحسين بيئة العمل في الهيئة.
- إعداد ومتابعة تطبيق سياسات وضوابط الصحة والسلامة المهنية في المرافق والبيئة الواجب مراعاتها عند استخدام الموظفين للمرافق والمنشآت والمباني التابعة لها.
الشؤون المالية
- إعداد الميزانية السنوية لقسم المرافق والمنشآت والحصول على الإعتمادات اللازمة ومتابعة التنفيذ لضمان الاستخدام الصحيح بالتماشي مع السياسات المالية.
- تقدير الاحتياجات المالية السنوية ومتابعة الإنفاق الفعلي وتحليل التكاليف التشغيلية واقتراح فرص التحسين وترشيد المصروفات بما يحقق الكفاءة المالية.
التطوير
- بث روح القيادة، وإدارة الموظفين وتحفيزهم ووضع أهداف لهم، واستعراض أداء الموظفين، والتوصية بالبرامج التدريبية الملائمة، وتقديم المشورة بشأن إدارة الموارد لموظفي قسم المرافق والمنشآت بهدف تحقيق الأهداف العامة للإدارة والهيئة.
المسؤوليات والواجبات التشغيلية
- دراسة الاحتياجات الحالية والمستقبلية للمباني والمساحات التشغيلية وإعداد الخطط طويلة المدى لتطوير المرافق واستغلال المساحات بكفاءة.
- إدارة مشاريع تطوير وتأهيل وتطوير المباني والمنشآت بدءاً من تحديد الاحتياجات وإعداد المتطلبات الفنية ومراجعة التصاميم وحتى الإشراف على التنفيذ والاستلام النهائي.
- الإشراف على تنفيذ برامج الصيانة الوقائية والدورية والتصحيحية للمباني والأنظمة الفنية.
- إدارة العقود والاتفاقيات الخاصة بالمرافق والخدمات الفنية.
- ضمان الامتثال لمتطلبات الصحة والسلامة المهنية والبيئة.
- الإشراف على تشغيل وصيانة البنية التحتية للمرافق.
- الإشراف على تنفيذ وتطوير مبادرات الاستدامة وكفاءة استخدام الموارد.
- إدارة الأصول والمرافق من خلال الإشراف على متابعة تسجيل وتوثيق الأصول العقارية والتجهيزات والمعدات.
- الإشراف على الامتثال للمعايير الهندسية ومتطلبات الجودة المؤسسية.
- الإشراف على تجهيز وتأثيث المرافق ومواقع العمل والمكاتب.
- الإشراف على خدمات الأمن والحراسة وحماية الأصول والمرافق.
- إدارة المخاطر واستمرارية الأعمال المتعلقة بالمرافق.
Qualifications
- بكالوريوس في الهندسة المدنية أو المعمارية أو إدارة المرافق أو الهندسة المدنية أو الهندسة المعمارية أو ما يعادلهم.
- اجادة اللغتين العربية والانجليزية (محادثة وكتابة).
- سنوات الخبرة : 10 أو أكثر في مجال متعلق منها 3 سنوات خبرة في عمل إشرافي
- 8 سنوات أو أكثر في حال توافر شهادات عليا درجة ماجستير أو دكتوراه أو شهادات مهنية تخصصية إدارة المرافق أو إدارة المشاريع، أو إدارة الأعمال، أو الهندسة، أو أي تخصص ذي علاقة.
