Responsibilities
- Oversee the preparation and review of policies, legislation, and regulations to ensure compliance with federal and local laws in UAE and Dubai
- Prepare short and medium term operational plans for the Legislation and Legal Compliance section and align them with management plans
- Participate in setting policies and procedures for the section and follow up on implementation
- Prepare the annual budget for the Legislation and Legal Compliance section and monitor budget execution
- Manage, motivate, and set goals for employees; review performance and recommend training programs
- Supervise the development and update of internal policies and legislation by reviewing legal updates and coordinating with relevant departments
- Follow up on the preparation and drafting of regulations, procedural guides, and administrative decisions
- Oversee the preparation and development of legislative proposals for the authority and follow up on approval procedures
- Supervise the analysis of legislative gaps and assess the alignment of the authority's legislative system with approved methodologies
- Supervise the periodic review of policies and procedures of a legal nature
- Monitor and analyze draft laws and legislation referred from competent government entities
- Supervise the preparation of specialized legal studies and research to support decision makers
Requirements
- Bachelor's degree in Law or Sharia and Law or equivalent
- 10 or more years of experience (8+ years with higher degrees such as Master's or PhD or relevant professional certificates)
- Priority for holders of a Master's degree in Law, Legislation, or Governance and Compliance

- الإشراف على إعداد ومراجعة السياسات والتشريعات واللوائح التنظيمية وضمان توافقها مع القوانين والتشريعات الاتحادية والمحلية المعمول بها في دولة الإمارات العربية المتحدة وإمارة دبي، بما يسهم في تعزيز الحوكمة المؤسسية والحد من المخاطر القانونية ودعم اتخاذ القرار وضمان الامتثال التشريعي وحماية مصالح الهيئ
المسؤوليات والواجبات القيادية
- إعداد الخطط والأهداف التشغيلية قصيرة ومتوسطة الأجل لقسم التشريعات والامتثال القانوني ومواءمتها مع خطط الإدارة.
- المشاركة في وضع السياسات والإجراءات الخاصة بالقسم ومتابعة تنفيذها في العمليات والعمل على اجراء التحسينات اللازمة.
- إعداد الميزانية السنوية لقسم التشريعات والامتثال القانوني ، وكذلك مراقبة تنفيذ الميزانية ضمانًا للاستخدام الأمثل بما يتوافق مع السياسات المالية.
- بث روح القيادة، وإدارة الموظفين وتحفيزهم ووضع أهداف لهم، واستعراض أداء الموظفين، والتوصية بالبرامج التدريبية الملائمة، وتقديم المشورة بشأن إدارة الموارد لموظفي قسم التشريعات والامتثال القانوني بهدف تحقيق الأهداف العامة للإدارة والهيئة ككل.
- الإشراف على تطوير وتحديث السياسات والتشريعات الداخلية للهيئة من خلال مراجعة المستجدات القانونية والتنسيق مع الإدارات المعنية، بهدف ضمان توافق أعمال الهيئة وقراراتها مع التشريعات الاتحادية والمحلية والسياسات الحكومية المعتمدة.
- متابعة إعداد وصياغة اللوائح التنظيمية والأدلة الإجرائية والقرارات الإدارية عبر توجيه فريق العمل ومراجعة الصياغات النهائية بهدف تعزيز السلامة القانونية ورفع كفاءة المنظومة التنظيمية في الهيئة.
- الإشراف على إعداد وتطوير المقترحات التشريعية الخاصة بالهيئة ومتابعة إجراءات اعتمادها حتى صدورها من خلال دراسة الاحتياجات التنظيمية والتحديات التشريعية وصياغة مشاريع القوانين واللوائح والقرارات ذات الصلة والتنسيق المستمر مع الجهات المعنية في مختلف المراحل لتوفير إطار تشريعي متكامل يدعم اختصاصات الهيئ
- الإشراف على تحليل الفجوات التشريعية وتقييم مدى مواءمة المنظومة التشريعية للهيئة وفق المنهجيات المعتمدة لدى اللجنة العليا للتشريعات من خلال مراجعة التشريعات والسياسات النافذة ودراسة التحديات التشغيلية والمستجدات التنظيمية وإجراء تحليلات مقارنة لتحديد أوجه القصور والتداخلات واقتراح المعالجات والتحديثا
- الإشراف على مراجعة السياسات والإجراءات ذات الطابع القانوني بشكل دوري من خلال وضع خطط مراجعة دورية وآليات تدقيق قانوني لضمان الامتثال المستمر وتقليل المخاطر القانونية والتنظيمية.
- متابعة وتحليل مشاريع القوانين والتشريعات المحالة من الجهات الحكومية المختصة عبر دراسة الأثر التشريعي وإعداد الملاحظات القانونية والتوصيات المناسبة للتأكد من حماية مصالح الهيئة وضمان مواءمة التشريعات مع اختصاصاتها.
- الإشراف على إعداد الدراسات والأبحاث القانونية المتخصصة من خلال توجيه فريق العمل وتحليل التحديات التشريعية والتنظيمية لدعم متخذي القرار بالحلول القانونية والرؤى التشريعية المناسبة.
- مراجعة وتنقيح مسودات القرارات الإدارية والاتفاقيات ومذكرات التفاهم من خلال التدقيق القانوني والتأكد من توافقها مع القوانين النافذة لضمان سلامة الإجراءات وحماية الحقوق ومصلحة.
Qualifications
- بكالوريوس في القانون أو الشريعة والقانون أو ما يعادلهما.
- الأولوية للحاصلين على درجة الماجستير في القانون أو التشريعات أو الحوكمة والامتثال.
- سنوات الخبرة : 10 أو أكثر
- 8 سنوات أو أكثر في حال توافر شهادات عليا درجة ماجستير أو دكتوراه أو شهادات مهنية تخصصية ذات علاقة
