Safety Officer – Civil Building & Infrastructure

Job Summary

Key Responsibilities

• Monitor daily site activities for compliance with HSE policies, procedures, and safety standards.
• Conduct site safety inspections, identify unsafe conditions, and implement corrective and preventive actions.
• Conduct risk assessments and JSA/JHA for construction activities.
• Coordinate toolbox talks, safety inductions, and safety awareness programs.
• Monitor PPE requirements, safe working practices, and Permit-to-Work procedures.
• Monitor excavation, scaffolding, lifting, work at height, hot work, and confined-space activities.
• Inspect construction equipment, tools, access arrangements, scaffolding, ladders, and temporary works.
• Investigate accidents, incidents, near misses, and unsafe occurrences and prepare reports.
• Maintain records of inspections, observations, incidents, toolbox talks, and corrective actions.
• Coordinate with site teams and subcontractors to resolve safety issues.
• Ensure compliance with Qatar HSE regulations, project requirements, and international safety standards.
• Support emergency preparedness, drills, response procedures, and improvement of the project HSE management system.

Requirements

• Diploma or bachelor's degree in occupational health and safety, engineering, or a related field.
• Minimum 4–5 years of relevant experience as a Safety Officer in civil building and infrastructure projects.
• Strong hands-on experience in construction site safety and HSE management.
• Knowledge of risk assessment, JSA/JHA, PTW, toolbox talks, incident investigation, and site inspections.
• Experience with building works, roads, drainage, utilities, excavation, concrete works, and infrastructure projects.
• Knowledge of PPE, working at height, lifting, scaffolding, excavation, confined spaces, and other construction safety requirements.
• Ability to prepare clear HSE reports and documentation and work independently with site teams and subcontractors.
• Qatar or GCC construction experience is preferred.
• NEBOSH, IOSH, OSHA, or equivalent HSE certifications are advantageous.
