About the Role
Parsons Corporation is seeking a Safety Engineer to monitor, audit, and enforce HSE compliance on major infrastructure projects in Dubai. The role requires a B.Sc.

Responsibilities
- Review and recommend approval of Contractor's Project HSE Plan, Traffic Management Plan, Emergency Response Plan, Environmental Management Plan, and Waste Management Plan
- Conduct daily, weekly, and ad hoc HSE inspections of all work areas
- Carry out planned HSE audits against the approved HSE Plan and applicable standards
- Issue HSE Observation Reports, Safety Violation Notices, and Stop Work Notices through the Resident Engineer
- Monitor high risk activities: excavation, working at height, lifting operations, confined space entry, hot works, tunnelling, traffic diversions, night works
- Verify permit to work systems are correctly implemented
- Monitor implementation of approved Traffic Control Plans
- Verify implementation of tunnel safety arrangements
- Verify NOCs from utility owners prior to excavation and inspect shoring, dewatering, trench safety
- Inspect formwork, falsework, scaffolding installations against approved drawings
- Monitor compliance with environmental regulations
- Investigate accidents, incidents, near misses; maintain HSE statistics and prepare reports
Requirements
- B.Sc. in Engineering (Civil, Mechanical, or related discipline) or a recognized HSE qualification
- Minimum 12 years' experience in HSE roles on construction projects
- At least 8 years on major infrastructure projects (roads, bridges, tunnels, utilities)
- Minimum of 5 years in the UAE/GCC
- NEBOSH International General Certificate (IGC) or NEBOSH International Diploma
- Knowledge of Dubai Municipality Code of Construction Safety Practice, RTA HSE specifications, OSHAD SF
- Strong inspection and audit skills, incident investigation, risk assessment, HSE report writing

Job Purpose
- To monitor, audit, and enforce Health, Safety, and Environmental (HSE) compliance on the project on behalf of the Consultant.
- Ensure that the Contractor implements a safe system of work in accordance with contract HSE requirements, UAE Federal Law, Dubai Municipality Code of Construction Safety Practice, RTA HSE specifications, OSHAD SF, and recognized international standards.
Key Responsibilities
- HSE Plan Review & Compliance: Review and recommend approval of Contractor's HSE plans.
- Site Inspections & Audits: Conduct daily, weekly, and ad hoc HSE inspections; carry out planned audits; issue violation notices.
- High Risk Activity Monitoring: Monitor excavation, working at height, lifting, confined space, hot works, tunnelling, traffic diversions, night works.
- Traffic & Public Safety: Monitor implementation of Traffic Control Plans; inspect signage, barriers, lighting.
- Tunnels & Confined Spaces: Verify tunnel safety arrangements; confirm confined space entry procedures.
- Utilities & Excavation Safety: Verify NOCs; inspect shoring, dewatering, trench safety.
- Bridges & Structural Works Safety: Inspect formwork, falsework, scaffolding; monitor post tensioning, heavy lifting.
- Environmental Compliance: Monitor dust, noise, vibration, water discharge, waste management.
- Incident Management & Reporting: Investigate incidents; maintain HSE statistics; prepare reports.
- Training, Induction & Awareness: Verify HSE induction; confirm toolbox talks and training records.
- Emergency Preparedness: Review Emergency Response Plan; witness drills; verify first aid and fire fighting equipment.
- Documentation & Reporting: Maintain HSE records; prepare daily, weekly, monthly reports; attend meetings.
Qualifications & Experience
- Education: B.Sc. in Engineering (Civil, Mechanical, or related discipline) or recognized HSE qualification.
- Experience: Minimum 12 years in HSE on construction projects, with at least 8 years on major infrastructure and 5 years in UAE/GCC.
- Certifications: NEBOSH IGC or Diploma; IOSH, OSHA 30 hour, ISO 45001/14001 Lead Auditor, First Aid preferred.
- Knowledge: Dubai Municipality Code, RTA HSE specs, OSHAD SF, UAE Labour Law, ISO standards.
- Skills: Strong inspection, audit, incident investigation, risk assessment, report writing, training delivery, communication.
