Responsibilities
- Supervise and monitor all Instrumentation & Control construction, installation, testing, commissioning, and start up activities
- Ensure compliance with project specifications, approved drawings, procedures, and applicable international standards
- Review and approve contractor submissions, method statements, inspection test plans (ITPs), and technical documentation
- Verify installation of field instruments, control panels, analyzers, PLCs, RTUs, SCADA systems, communication networks, and associated equipment
- Act as the Client's Resident Engineer and focal point for all I&C related activities
- Coordinate with multidisciplinary engineering teams and attend project meetings
- Lead and witness Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), loop checks, functional testing, and commissioning activities
- Prepare and submit weekly and monthly progress reports
Requirements
- Bachelor's Degree in Instrumentation, Electronics, Electrical, or Control Systems Engineering
- Minimum 15 years of experience in Instrumentation & Control Engineering
- Valid TAQA T Approval (Mandatory)
- Experience in Oil & Gas, Utilities, Power, Water Transmission & Distribution, or Infrastructure projects
- Proven experience as Resident Engineer, Site Engineer, Lead I&C Engineer, or Construction Engineer
- Strong knowledge of SCADA, PLC, DCS, RTU, and industrial communication systems
- Experience with testing, commissioning, and start up activities

Job Purpose
- Oversee and manage all Instrumentation, Control Systems, Telecom, and SCADA related engineering and construction activities at the project site.
- Ensure works are executed in compliance with project specifications, standards, client requirements, safety regulations, and quality standards.
- Act as primary technical representative on site for all I&C activities.
Key Responsibilities
- Supervise and monitor all I&C construction, installation, testing, commissioning, and start up activities.
- Ensure compliance with project specifications, approved drawings, procedures, and applicable international standards.
- Review and approve contractor submissions, method statements, ITPs, and technical documentation.
- Verify installation of field instruments, control panels, analyzers, PLCs, RTUs, SCADA systems, etc.
- Ensure proper implementation of control philosophies, cause & effect diagrams, logic diagrams, and instrument loop drawings.
- Monitor progress and provide technical guidance to site teams and contractors.
- Identify technical issues and provide effective engineering solutions.
- Act as Client's Resident Engineer and focal point for all I&C activities.
- Coordinate with multidisciplinary engineering teams.
- Attend project meetings, progress reviews, technical discussions, and client coordination meetings.
- Monitor project schedules and ensure timely completion of site activities.
- Review contractor resource allocation and construction methodologies.
Minimum Qualifications
- Bachelor's Degree in Instrumentation Engineering, Electronics Engineering, Electrical Engineering, Control Systems Engineering, or related discipline.
- Minimum 15 years of experience in Instrumentation & Control Engineering.
- Extensive experience in Oil & Gas, Utilities, Power, Water Transmission & Distribution, or Infrastructure projects.
- Proven experience as Resident Engineer, Site Engineer, Lead I&C Engineer, or Construction Engineer.
- Experience in EPC, PMC, Engineering Consultancy, or Owner's Engineer environments.
- Valid TAQA T Approval (Mandatory).
- Strong knowledge of SCADA, PLC, DCS, RTU, and industrial communication systems.
- Experience with testing, commissioning, and start up activities.
- UAE project experience preferred.
- Strong understanding of applicable international codes and standards.
