About the Role
A major UAE manufacturing organization is seeking a Head of Recruitment to lead and transform the talent acquisition function. You will build scalable hiring processes, lead Emiratization sourcing strategies, and position the company as an employer of choice.

Responsibilities
- Design and implement a comprehensive recruitment strategy aligned to the company's growth and Emiratisation objectives
- Build and maintain a proactive talent pipeline across all critical functions, with emphasis on UAE National candidates
- Develop employer branding initiatives to position the company as an employer of choice within the UAE market
- Partner with HRBP and business leaders to forecast hiring needs and build workforce plans
- Manage the end to end recruitment process from briefing to offer negotiation
- Implement and maintain an applicant tracking system (ATS) to improve efficiency and reporting
- Define and monitor recruitment metrics: time to fill, cost per hire, quality of hire, and offer acceptance rates
- Manage relationships with external recruitment agencies, executive search firms, and job boards
- Ensure all recruitment activity is compliant with UAE Labour Law and company policies
- Lead the company's Emiratisation hiring strategy in line with NAFIS targets and government requirements
- Build, mentor, and lead the internal recruitment team
Requirements
- Minimum 10 years of recruitment experience, with at least 4 years in a leadership role
- Experience in a manufacturing, industrial, or engineering driven environment strongly preferred
- Proven track record of Emiratisation / Nationalisation hiring at volume
- Hands on experience with LinkedIn Recruiter, ATS platforms, and sourcing tools
- Experience managing external agency and executive search relationships
- Bachelor's degree in human resources, Business Administration, or related field (Master's preferred)
- Professional certifications: CIPD, SHRM, or equivalent are advantageous
- Excellent communication skills in both Arabic and English

Purpose for the role

Talent Acquisition Strategy
- Design and implement a comprehensive recruitment strategy aligned to the company's growth and Emiratisation objectives.
- Build and maintain a proactive talent pipeline across all critical functions, with emphasis on UAE National candidates.
- Develop employer branding initiatives to position the company as an employer of choice within the UAE market.

Recruitment Operations
- Manage the end to end recruitment process from briefing to offer negotiation.
- Implement and maintain an applicant tracking system (ATS) to improve efficiency and reporting.
- Define and monitor recruitment metrics: time to fill, cost per hire, quality of hire, and offer acceptance rates.
- Manage relationships with external recruitment agencies, executive search firms, and job boards.
- Ensure all recruitment activity is compliant with UAE Labour Law and company policies.
Emiratisation & Nationalisation
- Lead the company's Emiratisation hiring strategy in line with NAFIS targets and government requirements.
- Build relationships with UAE universities, Tawteen, and government employment programmes.
- Track and report on hiring progress to the VP People and senior leadership.
Team Leadership
- Build, mentor, and lead the internal recruitment team.
- Set individual and team KPIs; conduct regular performance reviews.
- Upskill hiring managers on interviewing techniques and candidate assessment best practices.
Qualifications & Experience
- Education: Bachelor's degree in human resources, Business Administration, or related field (Master's preferred).
- Professional certifications: CIPD, SHRM, or equivalent are advantageous.
- Experience: Minimum 10 years of recruitment experience, with at least 4 years in a leadership role.

- Emiratisation hiring targets met vs. NAFIS plan.
- Time to fill per role by level and function.
- Offer acceptance rate and candidate drop off rates.
- Quality of hire scores at 3 and 6 months post joining.
- Recruitment cost per hire vs. budget.
- Hiring manager satisfaction scores.
- Active pipeline coverage ratio per open role.
Work Location
- This role will require you to be onsite, in Mussafah at the Head Office.
