Job Summary

  • The Purchase Officer is responsible for managing the end to end procurement of materials, equipment, subcontract services, and site requirements for construction, landscaping, infrastructure, and contracting projects. The role ensures timely procurement while maintaining compliance with technical sp

Key Responsibilities

  • Review and process Material Requisitions (MRs) from project teams for construction, landscaping, irrigation, infrastructure, and civil works projects.
  • Coordinate with Project Managers, Engineers, Quantity Surveyors, and Site Teams to understand project requirements, specifications, BOQs, and delivery schedules.
  • Source qualified local and international suppliers for construction materials, MEP materials, landscaping products, irrigation systems, hardscape materials, heavy equipment, and site consumables.
  • Obtain competitive quotations (minimum three quotations where applicable) and evaluate suppliers based on price, quality, compliance, delivery lead time, warranty, and commercial terms.
  • Negotiate pricing, payment terms, and delivery schedules to achieve maximum value while maintaining project quality standards.
  • Prepare and issue Local Purchase Orders (LPOs) through Oracle ERP following the company's approval matrix.
  • Monitor procurement status from purchase order issuance until final delivery.
  • Develop and maintain strong relationships with suppliers.
  • Coordinate closely with suppliers, logistics providers, warehouses, and project sites to ensure timely delivery.
  • Maintain complete procurement documentation including quotations, comparison sheets, purchase orders, delivery notes, invoices, supplier correspondence, and procurement records.
  • Monitor market trends for construction materials and identify opportunities for cost optimization and value engineering.

Qualifications

  • Bachelor's Degree in Supply Chain Management, Business Administration, Civil Engineering, Mechanical Engineering, Construction Management, or a related discipline. CIPS certification or equivalent procurement qualification is an advantage.

Experience

  • 3–5 years of procurement experience within construction, contracting, landscaping, infrastructure, civil engineering, or MEP projects in the UAE or GCC.
  • Proven experience procuring construction materials, hardscape products, irrigation systems, MEP materials, heavy equipment, and subcontract services.
  • Experience using Oracle ERP or similar ERP procurement systems.
  • Strong understanding of construction procurement processes, supplier management, and project based purchasing.

Knowledge & Skills

  • Strong knowledge of procurement practices within the construction and contracting industry.
  • Familiarity with BOQs, technical specifications, drawings, construction materials, and project procurement workflows.
  • Excellent negotiation and supplier management skills.
  • Strong understanding of construction project schedules and material planning.
  • Ability to work under tight project deadlines.
  • Proficiency in Oracle ERP and Microsoft Office (especially Excel).
  • Strong analytical, organizational, and communication skills.
