Purpose of Job

  • Jobholders at this level are responsible for leading work activities and working autonomously with minor direction towards predetermined long term objectives.
  • Jobholders oversee the implementation of operational plans and the provision of significant improvements to set policies, procedures, standards and reports.
  • Their main operational role includes supervising the development of ZATCA IT & Digitization project management framework, guidelines, and governance.

Job Responsibilities

  • Collect needed inputs, conduct research and benchmark on IT project management new trends and best practices, and establish IT project management governance, methodologies, tools and guidelines.
  • Receive all new IT projects’ initiation requests, analyse them and conduct proper assessment to ensure alignment to program objectives.
  • Document all IT project inputs and reports, and maintain a reliable IT project library.
  • Gather requirements from stakeholders, identify activities, challenges, resources and costs, and accordingly develop projects charter, scope, plans, budget and schedules.
  • Communicate the IT project plans to all relevant stakeholders and manage the IT projects from initiation, planning, execution, monitoring / controlling and closure.
  • Follow up on RFP development with relevant stakeholders to ensure describing all technical specifications, requirements, vendor evaluation and selection criteria.
  • Collect IT & Digitization project risk information, assess interdependencies, develop risk mitigation plan and accordingly communicate and cascade the results.
  • Monitor and follow up on projects milestones, budget and deliverables, collect bottlenecks and propose preventive/corrective actions.
  • Follow all relevant policies, processes and standard operating procedures.
  • Help in solving escalated problems and provide needed support for junior team.
  • Train junior staff on the different job activities to ensure transfer of know how.
  • Provide clear direction, prioritize tasks, assign and delegate responsibility, and monitor the workflow of subordinates/ junior staff.

Education

  • Bachelor’s degree in Computer Science, Information Technology, or equivalent is required.
  • Master’s degree in Information Technology Management, Computer Science, Business Administration, or equivalent is preferred.

Experience

  • A minimum of 5 years of relevant experience.
