- Lead and control all business, technical, fiscal, and administrative functions of the Vendor Management programme
- Act as the single client facing authority accountable for governance, delivery, performance, and escalation management
- Lead the full vendor lifecycle across all FM service packages including procurement, onboarding, performance management, and contract administration
- Own the FM strategy, PPM regimes, and maintenance optimisation approach across the programme
- Chair monthly steering committees and present programme performance to client leadership
- Build and lead the delivery organization, developing talent and embedding Saudisation
Requirements
- Experience as a Project Director or Executive Facilities Manager on large scale programmes
- Strong knowledge of FM service delivery, vendor management, and contract administration
- Ability to lead multi disciplinary teams and manage full programme lifecycle
- Experience with CAFM systems and performance reporting

Job Overview
- Parsons is looking for an Executive Facilities Project Director to join their team in Riyadh, Saudi Arabia.
- The role leads FM services delivery on a major destination programme as the single accountable authority and primary client partner.
- Responsible for governing multiple FM service packages, a large multi disciplinary team, and the full programme lifecycle.
What You'll Be Doing
- Leads and controls all business, technical, fiscal, and administrative functions of the Vendor Management programme.
- Acts as the single client facing authority accountable for all governance, delivery, performance, and escalation management.
- Leads the full vendor lifecycle across all FM service packages procurement, onboarding, performance management, and contract administration.
- Responsible for the Programme Execution Plan, Health and Safety Plan, Quality Plan, and all governance documentation.
- Governs CAFM as the single source of truth for all asset, maintenance, and performance data.
- Owns the FM strategy, PPM regimes, and maintenance optimisation approach across the programme.
- Works with key project individuals to devise action plans to address cost overruns, delays, scope changes or improvement needs.
- Chairs monthly steering committees and presents programme performance to client leadership.
- Builds and leads the delivery organization developing talent, embedding Saudisation, and building succession.
- Monitors and reports to management on programme progress, milestones, and any conditions affecting cost or schedule.
