Role overview

Provide overall strategic leadership for a construction project from design development through construction, commissioning, approvals, snagging, and handover.

Ensure the completed facility is suitable for four-star hospitality operation.

Project leadership

  • Act as primary interface with the client, design consultants, contractors, Dubai Municipality, Dubai Civil Defence, DEWA, RTA, and other statutory authorities.
  • Chair project steering committee or board meetings and issue executive-level progress, risk, and financial reports.
  • Direct the Project Manager, Contracts Manager, Commercial Manager, and Construction Manager for integrated delivery.

Commercial and programme control

  • Own the project business plan, budget, master programme, and risk register.
  • Lead monthly Cost Value Reconciliation reviews with the Commercial Manager under GMP or open-book arrangements where applicable.
  • Approve major variations, claims, and change orders within delegated authority and escalate matters beyond it.
  • Direct Early Contractor Involvement input on buildability, methodology, and open-book cost transparency.

Regulatory and compliance requirements

  • Ensure compliance with Dubai Municipality building regulations, the UAE Fire & Life Safety Code, Al Sa'fat green building requirements, and applicable DTCM/DET four-star standards.
  • Secure building permits, NOCs, completion certificates, and other statutory approvals in line with the project programme.
  • Maintain compliance with permitted night-work and noise regulations where night-shift work is adopted.

Procurement and stakeholder management

  • Lead contractor and consultant procurement strategy and participate in key tender evaluations and contract negotiations.
  • Manage relationships with the client, investors, and hotel or hostel operator so operational requirements are reflected in the project.

Health, safety, quality, and close-out

  • Own the project HSE culture, including zero-harm targets, independent audits, and incident escalation protocols.
  • Own the quality and commissioning strategy and ensure the completed facility is fit for hospitality operation.
  • Oversee close-out, Defects Liability Period management, contractor demobilization, and formal handover to operations.
  • Target resolution of cross-party blockers within 48 hours or escalate them.
