About the Role
Staff Connect UAE seeks a Project Control Manager for a senior owner-side governance role in Jeddah. Responsibilities
- Develop and maintain the integrated master programme covering all project phases including planning, early works, and execution
- Track and monitor project milestones, identify slippages, and assess recovery risks
- Independently review consultant and contractor schedules for logic, credibility, and alignment with project objectives
- Establish and maintain cost tracking frameworks, ensuring early identification of cost deviations and trends
- Develop and manage project risk, issues, and change registers in line with governance requirements
- Monitor consultant and contractor performance against contractual obligations and project timelines
- Identify and escalate performance issues, risks, and potential delays to GM NDM with clear recommendations
- Prepare executive dashboards, reports, and decision support materials for leadership
- Ensure all reporting data is accurate, traceable, and aligned with project documentation and governance standards
- Coordinate with Senior Architectural Lead and Senior Infrastructure Engineer to integrate design and execution updates into reporting
- Establish and maintain standalone reporting systems and dashboards independent of enterprise systems
- Support cross functional organisational requirements as directed by GM NDM
Requirements
- Bachelor’s Degree in Engineering, Construction Management, Project Controls, or related discipline
- PMP, PMI SP, or equivalent project controls certification (Preferred)
- 7 10 years of experience in project controls, reporting, or governance roles on large scale projects involving multiple stakeholders
- Experience in owner side or EPC environments preferred
- Strong analytical and reporting capabilities
- Ability to challenge and validate consultant and contractor data
- Strong understanding of project schedules and cost analysis
- Excellent attention to detail and governance discipline
- Strong stakeholder communication and coordination skills
- Ability to work independently in a fast paced project environment
- English – Advanced (Mandatory)

Job Summary
- The Controls & Reporting Manager is a senior owner side governance role responsible for establishing, managing, and maintaining independent project controls, reporting frameworks, and performance monitoring systems for large scale development projects.
- The role provides leadership visibility on programme progress, cost performance, risks, issues, changes, and consultant/contractor performance through accurate, timely, and decision focused reporting.
- The position acts as the central control function, validating project data received from consultants and contractors, identifying deviations, monitoring recovery actions, and ensuring alignment with approved project objectives, timelines, and governance requirements.
- The role will establish standalone reporting systems and dashboards independent of ERP platforms to support effective project governance and executive decision making.
