Phoenix Sky Harbor International Airport (PHX) handled about 52 million passengers in 2025, making it one of the nation's busiest airports and the largest in the Phoenix Airport System, which also includes Deer Valley and Goodyear. Operated by the City of Phoenix Aviation Department (AVN), the system generates roughly $38 billion in annual economic impact.
The Facilities & Services (F&S) Division ensures that airport buildings, equipment, and grounds are safe, clean, efficient, and user friendly. Within F&S, the Mechanical Maintenance Section manages mission critical systems, such as HVAC, plumbing, pumping stations, central plants, passenger boarding bridges (PBBs), and fire/life safety infrastructure, supporting PHX's 24/7 operations and superior passenger experience.
The Aviation Department has a vacancy for a Program Manager position in Mechanical Maintenance to provide strategic oversight across mechanical infrastructure programs, lead performance and lifecycle planning, and drive preventive/predictive maintenance strategies that minimize downtime and risk. This role will coordinate closely with cross functional teams, contractors, and regulatory partners to ensure reliable operations and continuous improvement in safety, efficiency, and innovation. The Facilities and Services Division employs over 430 full-time staff and operates with an annual budget of approximately $178 million and this Program Manager will be a key leader within the Mechanical Maintenance Section supporting division goals and airport wide service excellence.
Key duties and responsibilities include:
Program & Strategic Leadership - Provide program level direction for mechanical infrastructure, aligning maintenance strategies with AVN's operational and capital objectives. - Develop program goals, KPIs, and performance dashboards to monitor reliability, safety, and cost effectiveness.
Mechanical Maintenance Operations - Lead preventive and predictive maintenance planning and implementation using industry best practices and data analytics to minimize downtime and enhance system reliability. - Coordinate inspections, certifications, and required reporting to meet regulatory requirements and uphold a strong safety culture.
Contract Administration & Vendor Management - Oversee mechanical maintenance service contracts, ensuring compliance, quality standards, and continuous improvements. - Serve as the primary liaison between AVN and vendors; resolve performance issues and drive accountability.

High knowledge of central plants operations.
Strong knowledge of safety and regulatory compliance standards applicable to mechanical systems in 24/7 environments.
Advanced budgeting, contract administration, and data driven decision making skills supporting reliability and risk mitigation.
Excellent communication skills with the ability to prepare clear, concise reports and present to leadership and stakeholder groups.
Demonstrated success leading large scale preventive and predictive maintenance programs, contractor oversight, and KPI driven performance management.
Ability to: Develop program goals, KPIs, and performance dashboards to monitor reliability, safety, and cost effectiveness.
