Job Description
Parsons is seeking an experienced
Product Manager
to lead the definition, delivery, and ongoing evolution of an operational Geospatial Digital Twin for a major national infrastructure owner in the Middle East.
This multi‑year initiative will design, build, and operationalize a Digital Twin platform that integrates geospatial data, real‑time IoT/SCADA feeds, asset information, and core enterprise systems to enable data‑driven planning, operations, and maintenance.
The Product Manager will be responsible delivery of the twin, ensuring a unified business, data, and solution architecture across GIS and other software components.
This includes end‑to‑end business process analysis, requirements definition, product roadmap ownership, and close collaboration with software and GIS teams to deliver an integrated, user‑centric product that meets clear value and outcome targets.
The scope spans discovery and stakeholder engagement, requirements and architecture design, proof‑of‑concept delivery, implementation of a production‑grade environment, post‑implementation support, and structured training and adoption.
The Product Manager will coordinate cross‑functional teams and vendors, manage complex stakeholder relationships, and ensure the operational twin is delivered and evolved against value, usability, quality, and performance objectives.
What You’ll Be Doing
- Own the product vision, strategy, and roadmap for the operational Digital Twin, ensuring alignment with client objectives and wider organisational strategy.
- Lead business process analysis across planning, operations, and maintenance functions to define how the operational twin supports and optimises end‑to‑end workflows.
- Translate business needs into clear, prioritised product backlogs and requirements covering both software and GIS components, ensuring a unified data and solution architecture.
- Manage the full product lifecycle across discovery, design, PoC, implementation, and post‑implementation phases, continuously refining the product based on feedback and performance.
- Define and own functional and non‑functional requirements (usability, performance, scalability, security) for the operational twin and ensure these are embedded in solution and data architecture.
- Work closely with GIS, software development, data engineering, and integration teams to ensure coherent design and delivery of features, interfaces, and data flows.
- Oversee the integration of GIS platforms (e.g., Esri ArcGIS) with enterprise and operational systems to ensure a consistent, single source of truth.
- Prioritise and manage the product backlog, balancing user needs, technical constraints, and strategic objectives; lead release planning and feature scoping activities.
- Lead stakeholder engagement across multiple client entities, including product discovery workshops, journey mapping, requirements validation, and roadmap alignment.
- Define and track product success metrics and KPIs, using data and user feedback to guide enhancements and investment decisions.
- Oversee the setup and execution of PoCs to validate key use cases, user journeys, integrations, and operational performance.
- Guide the transition from PoC to a production‑grade operational twin, including readiness criteria, user acceptance, and phased rollout planning.
- Support post‑implementation operations with a product mindset, driving continuous improvement, enhancement planning, and user experience optimisation.
- Coordinate training, change management, and adoption activities to embed the operational twin into business processes and ensure sustained usage and value realisation.
- Prepare and present product updates, roadmaps, and value realisation reports to Parsons leadership and senior client stakeholders.
What Required Skills You’ll Bring
- Degree in a technology, engineering, GIS, business information systems, or related discipline from an accredited institution.
- Strong experience as a Product Manager (or similar role) delivering large‑scale digital, platform, Digital Twin, or geospatial solutions in infrastructure, utilities, or urban environments.
- Demonstrated experience in business process analysis and redesign, particularly across asset management, operations, and maintenance domains.
- Deep familiarity with geospatial platforms (ideally Esri ArcGIS: ArcGIS Enterprise, ArcGIS Online, ArcGIS Pro) and their role within integrated digital solutions.
- Experience managing products that integrate GIS with enterprise and operational systems such as EAMS, ERP, BIM, SCADA/IoT platforms, and data warehouses/lakes.
- Solid understanding of systems integration patterns and technologies, including APIs, web services, ESB/iPaaS, message queues, and event‑driven architectures.
- Working knowledge of data and information architecture, particularly geospatial, time‑series, and asset/linear network data, and how these support operational use cases.
- Experience shaping or using data models to support analytics, simulation, or decision support capabilities.
- Proven ability to lead multidisciplinary, multinational teams (consultants, architects, engineers, developers, GIS and data specialists) across multiple time zones.
- Strong stakeholder management skills, including facilitating product discovery workshops and engaging senior business, IT, and OT stakeholders.
- Demonstrated capability in product planning and delivery control (roadmaps, backlogs, release planning, risks, dependencies), ideally within Agile or hybrid delivery models.
- Experience with testing, user acceptance, and go‑live planning for complex, integrated platforms.
- Excellent communication, storytelling, and documentation skills, with the ability to translate technical and architectural topics into clear business value and outcomes.
- Fluency in spoken and written English
