Job Description

  • Parsons is looking for a Procurement Specialist – Transport & Mobility (Saudi National) to join the team.
  • The role supports end to end procurement activities for transport and mobility projects, including rail, metro, bus, roads, and associated infrastructure and services.
  • The specialist contributes to sourcing, tendering, supplier management, contract administration, and procurement compliance activities.

What You'll Be Doing

  • Support end to end procurement activities for transport and mobility projects.
  • Conduct market research and identify qualified suppliers, contractors, and service providers.
  • Assist in preparation and issuance of RFIs, RFQs, and RFPs/ITTs.
  • Coordinate tendering activities including bidder communications, clarifications, addenda, and bid submissions.
  • Support technical and commercial evaluation processes and maintain evaluation records.
  • Obtain and analyze supplier quotations to ensure best value and compliance.
  • Assist in negotiating pricing, delivery schedules, and commercial terms.
  • Prepare purchase orders, procurement recommendations, contract summaries, and supporting documentation.
  • Assist with administration of contracts, framework agreements, and call off orders.
  • Maintain supplier and contract records including key dates, deliverables, performance metrics, and compliance documentation.
  • Monitor supplier performance and support resolution of procurement related issues.
  • Coordinate with engineering, operations, maintenance, project controls, and finance teams.

What Required Skills You'll Bring

  • Saudi National.
  • Bachelor’s Degree in Supply Chain Management, Business Administration, Engineering, Quantity Surveying, or a related field.
  • Minimum 2–5 years of experience in procurement, supply chain, purchasing, or contract administration.
  • Experience supporting procurement activities within infrastructure, engineering, construction, transportation, or project based environments.
  • Basic understanding of sourcing, tendering, supplier selection, and contract administration processes.
  • Knowledge of procurement principles, purchasing procedures, and supplier management practices.
  • Proficiency in Microsoft Office applications, particularly Excel, Word, and PowerPoint.
  • Experience using ERP systems, procurement platforms, or enterprise business applications.
  • Strong analytical and numerical skills with excellent attention to detail.
  • Strong organizational and time management skills.
  • Excellent verbal and written communication skills.
  • Ability to manage multiple priorities and work effectively within a fast paced project environment.

What Desired Skills You'll Bring

  • Experience supporting transport and mobility projects, including rail, metro, highways, public transport, stations, depots, or related infrastructure.
  • Familiarity with public sector procurement regulations and governance requirements.
  • Knowledge of standard forms of contract and commercial procurement practices.
  • Experience participating in tender evaluations and supplier negotiations.
  • Understanding of supplier performance management and contract monitoring processes.
  • Exposure to large scale infrastructure programs or program management environments.
  • Knowledge of procurement reporting, spend analysis, and performance metrics.
  • Professional certification in Procurement, Supply Chain, or Contract Management is advantageous.
  • Strong stakeholder management and relationship building skills.
  • Ability to identify process improvement opportunities and support procurement transformation initiatives.
  • Eagerness to learn and develop within the transport and mobility sector.
