- Lead and oversee the Procurement Enablement Section, ensuring effective planning, prioritization, and delivery across Data & Systems and Procurement Projects units
- Oversee the effective operation of procurement systems, ensuring stability, data integrity, and alignment with business processes and governance requirements
- Oversee the development and maintenance of dashboards, reports, and KPI mechanisms
- Oversee digital enablement and automation initiatives
- Oversee quality assurance and compliance activities across Supply Management
- Oversee the integration of sustainability and ESG requirements into procurement processes
- Lead the development, implementation, and maintenance of procurement policies, procedures, and governance frameworks
- Ensure section wide readiness for internal and external audits
- Manage relationships with internal and external stakeholders
- Manage the preparation and recommend the section budget and monitor financial performance
Requirements
- Bachelor's degree in Business Administration, Supply Chain, Information Systems, Engineering, or related field
- Demonstrated experience across procurement governance, systems enablement, solution development, quality assurance, sustainability integration, and digital transformation
- Proven track record of leading complex, cross functional initiatives in a public sector or regulated environment
- Exposure to audit management, policy development, stakeholder engagement, and advisory work at a senior leadership level
- Full professional proficiency in English
- Proficiency in Microsoft Office tools
- Digital and AI literacy
- Strong knowledge of procurement processes, governance frameworks, and public sector procurement practices
- Strong understanding of Delegation of Authority (DoA), audit requirements, and internal controls
- Knowledge of sustainable procurement principles and ESG frameworks

Role Purpose

Key Responsibilities
- Lead and oversee the Procurement Enablement Section, ensuring effective planning, prioritization, and delivery across the Data & Systems and Procurement Projects units.
- Oversee the effective operation of procurement systems, ensuring stability, data integrity, and alignment with business processes and governance requirements.
- Ensure system configurations, access controls, and DoA implementation are accurate and audit ready.
- Oversee the development and maintenance of dashboards, reports, and KPI mechanisms.
- Oversee digital enablement and automation initiatives.
- Oversee quality assurance and compliance activities across Supply Management.
- Oversee the integration of sustainability and ESG requirements into procurement processes.
- Lead the development, implementation, and maintenance of procurement policies, procedures, and governance frameworks.
- Ensure section wide readiness for internal and external audits.
- Oversee tracking and reporting of section KPIs, unit performance metrics, and strategic initiatives.
- Manage relationships with internal and external stakeholders.
- Ensure effective cascading of the functional strategy into section business plans.
Qualifications & Experience
- Bachelor's degree in Business Administration, Supply Chain, Information Systems, Engineering, or a related field.
- Certifications in procurement, governance, or project management are preferred (e.g., CIPS, PMP, PRINCE2, or equivalent).
- Relevant certifications in data analytics, quality assurance, digital transformation, or sustainability are an advantage.
- Demonstrated experience across multiple disciplines including procurement governance, systems enablement, solution development, quality assurance, sustainability integration, and digital transformation.
- Exposure to audit management, policy development, stakeholder engagement, and advisory work at a senior leadership level is required.
Skills
- Full professional proficiency in English (written and spoken).
- Arabic is an advantage.
- Proficiency in Microsoft Office tools (Word, Excel, PowerPoint, and Outlook).
- Digital and AI literacy.
- Strong knowledge of procurement processes, governance frameworks, and public sector procurement practices.
- Strong understanding of procurement systems, platforms, solution development, and data management frameworks.
- Strong understanding of Delegation of Authority (DoA), audit requirements, and internal controls.
- Ability to oversee quality assurance, compliance monitoring, and audit readiness activities.
- Knowledge of sustainable procurement principles and ESG frameworks.
- Strong capability in performance management, KPI oversight, and executive reporting.
- Ability to oversee solution development, automation frameworks, and digital enablement initiatives.
- Strong leadership and team management capability.
Communication and Business Relationships
- Internal: Executive Management, All sectors and departments within DCT, Supply Management Sections, IT, Finance, and Legal Departments, Internal Audit, Internal Communications.
- External: Department of Government Enablement (DGE), Department of Finance (DoF), External and internal auditors, Government entities and relevant authorities, Any relevant external parties as instructed by the Department Director.
